This book was released on 2015-11-26 with total page 258 pages. Available in PDF, EPUB and Kindle.

Available in PDF, EPUB and Kindle. Book excerpt: The efforts undertaken by the international and African communities towards the decentralization of the management of peace and security issues since the beginning of the 1990s have meant for Central Africa a significant diplomatic and legal body of work. Several official documents express the political will of member states of the Economic community of Central African States (ECCAS) to work together and in partnership with the international community in general, and the United Nations in particular, towards a lasting peace and security in their sub-region. The sheer volume and quality of the documents produced to codify the norms and mechanisms created until now within ECCAS is impressive and represents a dynamic expression of hope for the sub-region. However, the very best legal texts and diplomatic intentions are but words, so that peace for the Central African peoples can only become reality through the concrete implementation and rigorous follow-up of the totality of measures collated in this book. After an introduction that sets the regional political and diplomatic context, the book provides a reference collection of the various regional and international documents pertaining to the management of peace and security in the Central African sub-region.

Book excerpt: This volume examines the causes and purposes of 'post-conflict' violence. The end of a war is generally expected to be followed by an end to collective violence, as the term ‘post-conflict’ that came into general usage in the 1990s signifies. In reality, however, various forms of deadly violence continue, and sometimes even increase after the big guns have been silenced and a peace agreement signed. Explanations for this and other kinds of violence fall roughly into two broad categories – those that stress the legacies of the war and those that focus on the conditions of the peace. There are significant gaps in the literature, most importantly arising from the common premise that there is one, predominant type of post-war situation. This ‘post-war state’ is often endowed with certain generic features that predispose it towards violence, such as a weak state, criminal elements generated by the war-time economy, demobilized but not demilitarized or reintegrated ex-combatants, impunity and rapid liberalization. The premise of this volume differs. It argues that features which constrain or encourage violence stack up in ways to create distinct and different types of post-war environments. Critical factors that shape the post-war environment in this respect lie in the war-to-peace transition itself, above all the outcome of the war in terms of military and political power and its relationship to social hierarchies of power, normative understandings of the post-war order, and the international context. This book will of much interest to students of war and conflict studies, peacebuilding and IR/Security Studies in general.

To this end, it examines Mali’s peace settlements since the early 1990s to identify flaws and successes. The report also explores whether Mali’s neighbor Niger owes its current stability to a more favorable context, shrewd policies, or sheer luck, and whether it might offer a model of resilience for Mali.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines a decade-long period of instability, violence and state decay in Central Africa from 1996, when the war started, to 2006, when elections formally ended the political transition in the Democratic Republic of Congo. A unique combination of circumstances explain the unravelling of the conflicts: the collapsed Zairian/Congolese state; the continuation of the Rwandan civil war across borders; the shifting alliances in the region; the politics of identity in Rwanda, Burundi and eastern DRC; the ineptitude of the international community; and the emergence of privatized and criminalized public spaces and economies, linked to the global economy, but largely disconnected from the state - on whose territory the "entrepreneurs of insecurity" function. As a complement to the existing literature, this book seeks to provide an in-depth analysis of concurrent developments in Zaire/DRC, Rwanda, Burundi and Uganda in African and international contexts. By adopting a non-chronological approach, it attempts to show the dynamics of the inter-relationships between these realms and offers a toolkit for understanding the past and future of Central Africa.

Available in PDF, EPUB and Kindle. Book excerpt: Modern societies are inconceivable as isolated and mono-cultural entities. The interaction of various cultures is not only a fact of life for most Europeans, it also enriches our societies. However, we also witness tensions between cultures. Intercultural dialogue is therefore one of the political priorities of the Council of Europe, as shown most prominently by the adoption of the White Paper "Living Together as Equals in Dignity" in May 2008. Higher education, by its history and contemporary practice, is a natural partner in and promoter of intercultural dialogue and understanding. Higher education institutions and campuses are themselves multicultural societies, and as such are the focus of the present volume. A second volume will examine the role of higher education in furthering intercultural dialogue and understanding in broader society.
