Agricultural productivity remained low, natural resources were degrading, and the people were poor. In the 1980s and 1990s, planners turned to watershed management to develop rainfed agriculture while conserving natural resources. By the late 1990s, India was spending US$500 million a year on watershed development projects. Strategies ranged from the purely technical to those that emphasized social organization. Little systematic analysis exists, however, on the success of the different approaches. This study, based on a survey of 86 villages in Andhra Pradesh and Maharashtra states, attempts to fill that information gap by evaluating the projects' relative success in raising agricultural productivity, improving natural resource management, and reducing poverty. In looking at the question of what approaches enable a project to succeed, it uses both quantitative and qualitative analysis to compare project and nonproject villages before and after the projects were implemented. The authors find that projects involving the villagers in planning and decisionmaking performed better than their technocratic, top-down counterparts, but projects that combined participation with sound technical input performed best of all. All projects faced difficulties in ensuring that poor people shared the benefits of watershed development.

Book excerpt: This evaluation assessed the extent to which FAO’s work has been relevant and effective in supporting its Members to achieve Sustainable Development Goal 6 (SDG 6). Water resources management is central to any consideration of agricultural production, ecosystems sustainability, rural livelihoods and climate change adaptation and resilience, issues that lie at the heart of FAO’s mandate. The evaluation found that FAO has a comparative advantage in several key SDG 6 target areas and addressed needs and demands from Members in all SDG 6 target areas. Irrigated agriculture (target 6.4) represents an area of high demand from Members and a dominant theme in the reviewed case studies. Regional initiatives are effective in addressing specific needs and challenges of individual regions. FAO has performed well in its custodial role for SDG indicators 6.4.1 and 6.4.2. However, overall FAO’s strategic approach to water-related activities remains. The links between agriculture and water quality and pollution (target 6.3) were not adequately addressed. Despite limited evidence on full transformational changes, the evaluation highlights several activities and approaches that, if nurtured, could form the basis for transformational change.

Existing strategies tend to require expensive, time-consuming analytical procedures. The growing emphasis on results-based programming has resulted in evaluation being conducted in order to demonstrate accountability and success, rather than how change takes place, what works and why. The tendency to monitor and evaluate using log frames and their variants closes policy makers’ and practitioners’ eyes to the sometimes unanticipated means by which change takes place. Two recent developments hold the potential to transcend these difficulties and to lead to important changes in the way in which the effects of health and social development programming are understood. First, there is growing interest in ways of monitoring programmes and assessing impact that are more grounded in the realities of practice than many of the ‘results-based’ methods currently utilised.
