The purpose of this quantitative research study was to determine if a dominator culture existed and affected negotiation and access power gender inequities between male and female superintendents in the public school system in the state of Missouri. In addition, this study investigated 435 public school districts and their distinctive characteristics when compared by superintendents' gender. The characteristics studied were: equity among men's and women's salaries and mileage reimbursement (negotiation power); number of sick, personal, and vacation days given (negotiation power); monetary allowance, health, life, and dental insurance, car usage, and professional dues compensation (negotiation power); district assessed valuation among men and women superintendents (access power); school enrollment (access power); and school accreditation (access power); and which negotiation and access power variables best discriminated between male and female superintendents. This information should contribute to the knowledge of what women superintendents must face and overcome in a male dominated profession. Conclusions . After inspection and reflection of the findings documented in this study, several conclusions were warranted. Male "insider" domination of the superintendency remains strong in public schools in the state of Missouri. Women have low negotiation power compared to men as demonstrated by significantly lower salaries. Access power for women when compared to men shows large differences in accessibility to larger, wealthier school districts. Male domination has been perpetuated because of men's past access to the superintendency positional power. For this male domination to be broken, female superintendents must gain access to larger, wealthier districts and increase the number of women employed in the superintendency. Recommendations . Future investigation could reveal why negotiation and access power variables are so significantly different between men and women superintendents. Future studies could be conducted to investigate if the variables differ because of gender discrimination, lack of women in the superintendency, due to the difficulty of being hired in districts as a female, lack of women in the superintendency due to other reasons unknown, or other factors that create this discrimination. Finally, a comparison of variables in five to ten years would assist in analyzing the lack of women superintendents as compared to men to reveal if the discrimination has subsided or is still prevalent.

Book excerpt: African-American women leading school districts as public school superintendents of schools is rare. It is even more infrequent for multiple African-American women to serve in the position of superintendent of schools in the same state. This historical qualitative study investigated and documented the history of African-American women who served in the position of public superintendent of schools in the state of Missouri. Research on the topic of African-American female superintendents is scarce. This study contributed to the growing body of research focused on the personal stories and experiences of African-American women who served and continue to serve as superintendents. The researcher documented factors and experiences the participants perceived as influential in their ascent to the position. Seven African-American females, either former or current superintendents in the state of Missouri, participated in this study. Personal interviews, along with a semi-structured interview schedule, served as the primary data collection method used to capture data for this study. A Black feminist thought lens was used to examine barriers and experiences of oppression. Findings from this research identified the participants’ various paths to the superintendency, suggested that barriers of race, gender and oppression existed, highlighted perceived accomplishments, provided explanations for why multiple African-American females have served as public school superintendents in the state of Missouri, and proposed recommendations for aspiring African-American females interested in becoming a superintendent.

Book excerpt: This exploratory study examined the relationship between superintendents' perceived sense of urgency and student academic performance. More specifically, the study examined the leadership of Missouri superintendents based upon a district's Annual Performance Report. The Missouri Annual Performance Report ranks districts from highest to lowest with the following designations: performance with distinction; full waiver; limited waiver; provisionally accredited; and, unaccredited. This study focused only on the sense of urgency in the districts performing with distinction, performing with a full waiver, and performing with a limited waiver due to limited sample size in the lower levels of provisionally accredited and unaccredited. A total of 98 superintendents in Missouri were included in this study. Quantitative data were collected using survey responses. Superintendents responded to items about their perceptions of their own sense of urgency to improve student academic performance, the source of their urgency, their purposeful communication of urgency, their perceptions of change of urgency in district stakeholders, and the strategies used to communicate the urgency. Data from the surveys were analyzed using analysis of variance, analysis of covariance, and step-wise linear regression. Superintendents in districts performing with a limited waiver reported a significantly stronger sense of urgency to improve student academic performance than did superintendents in districts performing with distinction at the end of the first year in their position as superintendent. Superintendents in districts with a limited waiver also reported a significantly stronger sense of urgency to improve student academic performance than did superintendents in districts performing with distinction at the time of the survey. Superintendents in districts with a limited waiver purposefully communicated significantly more often than superintendents in districts performing with distinction with boards of education. In addition, superintendents in districts with a limited waiver purposefully communicated significantly more frequently with all district teachers than superintendents in districts performing with distinction. Superintendents leading districts performing with a limited waiver and superintendents leading districts with a full waiver identified an impending crisis to communicate a sense of urgency to improve student academic performance significantly more often than superintendents leading districts performing with distinction. Through regression analysis, Providing Opportunities for Success, Identifying an Impending Crisis, Setting Goals and Targets, and Utilizing Data were communication strategies significantly associated with the degree to which the sense of urgency to improve student academic performance increased throughout the district. Regression findings also implied that utilizing the communication strategy "providing opportunities for success" could increase the sense of urgency for boards of education, district administrators, building principals, teacher leaders, all district teachers and the media. Throughout this study it was evident that superintendents leading districts with a limited waiver, which indicates lower student academic performance, reported a stronger sense of urgency to improve student achievement than did their counterparts in higher performing districts. These superintendents purposefully communicated a sense of urgency more often and they used the communication strategy of "identifying an impending crisis" more frequently to increase a sense of urgency across their districts than did superintendents in districts with higher student performance. In addition, when superintendents utilize the communication strategy of "providing opportunities for success," which includes actions such as articulating a vision and implementing a purposeful school improvement process, an increase in a sense of urgency to improve student achievement is more likely to occur.

The current perception is that superintendent tenure is declining in Missouri. Long tenured superintendents were compared in this study with superintendents with shorter tenure to determine identifying characteristics of each group. Methodology. The population for study was Missouri superintendents in the 452 public school districts with grades K-12. The superintendents were surveyed during the fall of 1994. The two study samples were those superintendents who had been in the same district as superintendent for a period of ten years or more and those superintendents who were at least the third superintendent in their respective districts in the last ten years. The characteristics of each group were then compared to determine differences and similarities. Chi-square and stepwise discriminate analysis were used to determine if there were significant differences between the two groups of superintendents on the variables. Findings and conclusions. (1) The majority of superintendents in Missouri will be eligible for retirement during the next 5 years, thus increasing the number of short tenure superintendents. (2) The highest correlate to long tenure in the superintendency is salary. (3) Through the use of stepwise discriminate analysis 91% of the long tenure superintendents surveyed were correctly identified. (4) Variables were found, through the use of stepwise discriminate analysis, that correctly identified short tenure superintendents. (5) The respondents perceived superintendent turnover to be increasing in Missouri. (6) Short tenured superintendents felt significantly more community pressure than long tenure superintendents.
