By drawing on documents only recently declassified, he shows that one of President Kennedy's compromises with the Soviets involved the removal of Jupiter missiles from Italy and Turkey, an arrangement concealed from both the American public and the rest of the NATO allies. Nash traces the entire history of the Jupiters and explores why the United States offered these nuclear missiles, which were capable of reaching targets in the Soviet Union, to its European allies after the launch of Sputnik. He argues that, despite their growing doubts, both Eisenhower and Kennedy proceeded with the deployment of the missiles because they felt that cancellation would seriously damage America's credibility with its allies and the Soviet Union. The Jupiters subsequently played a far more significant role in Khrushchev's 1962 decision to deploy his missiles in Cuba, in U.S. deliberations during the ensuing missile crisis, and in the resolution of events in Cuba than most existing histories have supposed.

In the Cold War conflict that pitted nuclear superpowers against one another, Europe was the principal battleground. Washington and Moscow had troops on the ground and missiles in the fields of their respective allies, the NATO nations and the states of the Warsaw Pact. Euromissiles—intermediate-range nuclear weapons to be used exclusively in the regional theater of war—highlighted how the peoples of Europe were dangerously placed between hammer and anvil. Ballistic missle defense systems, formerly called antiballistic missile systems, offer the prospect of remedying both superpowers' alarming vulnerability to nuclear weapons by technological rather than political means. But whether ballistic missile defenses can be made to work and whether it is wise to build them remain controversial. The U.S.-Soviet Anti-Ballistic Missile Treaty of 1972 restricts testing and deployment of ballistic missile defenses but has not prohibited more than a decade of research and development on both sides. As exotic new proposals are put forward for space-based directed-energy systems, questions about the effectiveness and wisdom of missile defense have again become central to the national debate on defense policy. This study, jointly sponsored by the Brookings Institution and the Massachusetts Institute of Technology, examines the strategic, technological, and political issues raised by ballistic missile defense.
