Book excerpt: The proper subject of this report, is the development of the East Coast Air Combat Maneuvering Range, offshore Kitty Hawk, North Carolina. The portions of the development under consideration herein are the design, fabrication and installation of the four ocean structures which, with electronic gear, comprise and define the Range. Two objectives fundamental to the project, are the feasibility of completing the project within the summer of 1977 and the possibility of accomplishing the task within the funding available. The preliminary project plan, as reported herein, sets forth a suggested procedure and schedule by which those objectives can be fulfilled. Essentially, this plan considers the various aspects of design engineering, fabrication, transportation and installation for the three primary conceptual configurations considered in the Structural Concept Analysis Report, namely, the three-pile, the four-pile and the skirt-pile structures. The plans for each concept are presented in parallel as required by the ideosyncrasies of each concept.

Book excerpt: The investigation reported herein concerns the structural configuration to be recommended for the four ocean structures for the East Coast Air Combat Maneuvering Range, offshore Kitty Hawk, North Carolina. In this investigation, three configurations are considered in some depth, those being the skirt-pile, the four-pile and the three-pile concepts. Configurations being considered to a lesser degree are those designated as the caisson and modified caisson. Of the five configurations mentioned, that employed as the developed previously under another contract. The primary area of endeavor relative to this investigation deals with the development (for one water depth of the four-pile and three-pile configurations to a stage comparable to that of the skirt-pile structure. No work was done, as a part of this investigation, on the skirt-pile concept or on either of the caissons. Rather, development calculations for these configurations were simply reproduced and included herein for reference.

Book excerpt: The sea based portion of the East Coast Air Combat Maneuvering Range is comprised of four structures located in the Atlantic Ocean offshore Kitty Hawk, North Carolina at the positions given in the 'as-built' drawings. The four ocean structures are of the same general configuration, triangular in planform but varying in overall height as dictated by the water depths at their respective locations. The structures are of welded steel construction and fabricated in units, each structure consisting of a superstructure, a jacket, piling and appurtenances. Ferrous material used in the fabrication of the structures is, in general, ordinary carbon steel, ASTM A36 or equivalent having a yield strength of 36 kips per square inch (ksi). The one significant exception is the material used in the construction of tubular members in the vicinity of the connection of intersecting members. The material used in these joint cans is normalized low-alloy steel, ASTM A633 Grade A or API Spec 2H (Fy = 42 ksi). The four superstructures are identical, each being comprised of two decks of beam/plate construction supported by tubular columns. The columns, laced together with Z-braces occurring immediately below the lower deck, extend from the upper deck to the top of the templet and are sufficiently long to place the lower deck well above the crest of the design storm wave. Access to the decks is provided by a stairway from the boat landing level to the upper deck.

Prior to performing the ACMR tower location survey onshore control points with sufficient elevation for the long shots to the offshore sites had to be located. It was found that the U.S.C. and G monuments Wright located atop the Wright Memorial Monument at elevation 144 ft. and Bodie Island Lighthouse at elevation 156 ft. met the criteria for elevation.
