Book excerpt: The Main Supply Estimates are the means by which the Government requests resources from Parliament to meet its expenditure plans for the coming financial year, setting out a resource-based Estimate for each Department and for public service pension schemes. The Committee's report focuses on the Estimates for the Ministry of Defence (MoD) for 2007-08 (HCP 438, session 2006-07; ISBN 9780102944969). It identifies no issues which require to be debated by the House of Commons before the House is asked to agree to the Main Estimates, but the report highlights the fact that MoD's request for resources of £33.7 billion in the Main Estimates does not include the expected costs of military operations in Iraq and Afghanistan and so greatly underestimates the total expected cost of the MoD's activities in 2007-08. It argues that the MoD should include estimated costs of military operations in its Main Estimates, instead of waiting for the Supplementary Estimates as it does at present, as it is unacceptable that the MoD is incurring costs on military operations, without parliamentary approval and without even providing Parliament with an outline of the anticipated costs.

Book excerpt: This report analyses the Annual Report and Accounts 2006-07 of the Ministry of Defence (MoD) (published as HC 697, session 2006-07, ISBN 9780102946369). The MoD's assessment of its expected achievements against its six Public Service Agreement (PSA) targets, which run until the end of March 2008, has deteriorated since the previous year's Annual Report and Accounts. At the end of 2007, the MoD did not expect to meet the target relating to generating forces and expects "only partly" to meet targets relating to recruitment and retention, and defence equipment procurement. The failure to meet the target for generating forces is a consequence of the continuing high levels of deployment of the Armed Forces. The Committee is concerned that the Armed Forces have been operating at or above the level of concurrent operations they are resourced and structured to deliver for seven of the last eight years, and for every year since 2002. Achieving manning balance in all three Service continues to be a challenge. Shortages remain within many specialist trades in all three Armed Services, but especially in the Army Medical Service. The report notes the failure to meet harmony guidelines in the Army and the Royal Air Force - another indicator of the pressure on the Armed Forces from the continuing high level of operations - and another target missed by all three services is for ethnic minority recruitment. The MoD continues to experience substantial forecast cost increases on equipment programmes, and the report notes delays in delivering equipment programmes to the planned in-service dates. The MoD faces difficult choices in the face of expected cuts in the defence programme and the management of a streamlining exercise to reduce civilian posts in the headquarters.

Like other Western democracies, European Union member states, because of their wealth, relative military competence and commitment to human rights, bear a particular responsibility to expand the international communitys capacity for action. But while the EU has succeeded in defining a complex military-technical and political-strategic framework to boost its role and that of its member states in crisis management, its performance so far has fallen well short of its ambitions. This paper analyses what the EU wants to be able to do militarily its level of ambition and contrasts this aspiration with the current reality. To explain the gap between the two, the paper examines national ambitions and performance across the EU and analyses their domestic determinants using the examples of Austria, Germany and the United Kingdom. The paper concludes by suggesting that the EU might need to strike a new balance between the inclusiveness and the effectiveness of its activities in this area if it wants to increase its military crisis-management performance and live up to its declared ambitions.

It examines what DFID is achieving and how it designs and manages its programmes, including dealing with risks to its staff. Insecurity is defined by reference to the incidence of political violence and the level of threat to aid workers. The NAO's work included four country case studies, literature and documentation review, data analysis and surveys. Their findings covered DFID's increasing interest in insecure environments, on what its expenditure has achieved in insecure environments, the design and management of country programmes, managing staff resources and costs and value for money. There are seven recommendations.

Book excerpt: Since independence, Ukrainians have been evenly split between those who desire to be part of the Euro-Atlantic (European Union and North Atlantic Treaty Organization) community and those who gravitate toward Eurasia (Russia and the Commonwealth of Independent States). During the 1990s, when the European Union and NATO were focused on Central Europe and Russia was politically down and economically weak, Ukraine was able to have it both ways. Since the Orange Revolution, Ukraine has made significant progress developing a Euro-Atlantic style democratic political system, demonstrated a vibrant open media and civil society, and successfully advanced civilian oversight of its military. Despite this progress, Ukrainian opinion remains sharply divided on integration into Euro-Atlantic institutions. Attempts by Ukrainian leaders and some current members of NATO to promote a Membership Action Plan have backfired. Not only has Russia, now more autocratic, responded with missile threats, cutting gas supplies, and meddling in Ukraine's domestic politics, but the crosscutting internal and external pressures are aggravating profound political instability, actually making Ukraine a less appealing candidate for membership in either the European Union or NATO. Under these circumstances, the challenge is to provide Ukraine sufficient time to consolidate successful democratic governance and develop domestic consensus on this critical strategic choice. Rather than pressing Ukraine toward early accession, the new U.S. administration should keep open the possibility of NATO membership, but for the time being encourage Ukraine to follow the model of Finland, another nonaligned Partner for Peace, as it attempts to reconcile the competing popular factions in the country and to navigate between its Euro-Atlantic and Eurasian neighbors. By nurturing its political stability, the United States will enhance Ukraine's value to the Alliance over the longer term.
