Available in PDF, EPUB and Kindle. Book excerpt: Agreements between the mining industry and Indigenous people are not creating sustainable economic futures for Indigenous people, and this demands consideration of alternate forms of economic engagement in order to realise such futures. Within the context of three mining agreements in north Australia this study considers Indigenous livelihood aspirations and their intersection with sustainable development agendas. The three agreements are the Yandi Land Use Agreement in the Central Pilbara in Western Australia, the Ranger Uranium Mine Agreement in the Kakadu region of the Northern Territory, and the Gulf Communities Agreement in relation to the Century zinc mine in the southern Gulf of Carpentaria in Queensland. Recent shifts in Indigenous policy in Australia seek to de-emphasise the cultural behaviour or imperatives of Indigenous people in undertaking economic action, in favour of a mainstream conventional approach to economic development. Concepts of value, identity, and community are key elements in the tension between culture and economics that exists in the Indigenous policy environment. Whilst significant diversity exists within the Indigenous polity, Indigenous aspirations for the future typically emphasise a desire for alternate forms of economic engagement that combine elements of the mainstream economy with the maintenance and enhancement of Indigenous institutions and livelihood activities. Such aspirations reflect ongoing and dynamic responses to modernity, and typically concern the interrelated issues of access to and management of country, the maintenance of Indigenous institutions associated with family and kin, access to resources such as cash and vehicles, the establishment of robust representative organisations, and are integrally linked to the derivation of both symbolic and economic value of livelihood pursuits.

Available in PDF, EPUB and Kindle. Book excerpt: This book, first published in 1984, examines the economics and political issues raised by foreign investment in mineral development. It is an attempt to identify, as far as possible, what occurs in and between countries when foreign investments are made in mineral development, concentrating on two main themes: on the nature of the transactions which constitute the process of foreign investment on the physical level – money and instruments of credit, objects, information and people as they cross national boundaries – and on the nature of the relationships which are created between foreign investors and governments in the countries where the investments are made. The author argues that the nature of physical transactions plays a crucial role in determining the character of host country-foreign investor relations, and the policies and attitudes adopted by host country authorities exercise an important influence, in turn, on the physical effects of foreign investments. As such, the book constitutes a comprehensive overview of the economic and political factors involved in mining and its development.

Available in PDF, EPUB and Kindle. Book excerpt: In 1973, Peter Rogers concluded that 'Australia has not done itself justice in the handling of modern industry versus Aborigines conflict. the lack of preparation. is a disgrace to government, private organisations and unions alike'. What has happened since then? Aboriginals and the mining industry reviews three main questions - to what extent have Aboriginals shared in the fruits of the mining boom? Have new land rights helped Aboriginals protect their interests as affected by mining? And what has been the contribution of mining to the economic development of remote Aboriginal communities? These are vital questions for all concerned with the impact of mining expansion on Aboriginal communities. This book reviews the participation of Aborigines in the mining company employment. It examines the contribution of the recent land rights legislation to protecting Aboriginal interests. And it asks how far the growth of mining in remote parts of Australia has aided the economic development of Aboriginal groups living there. Detailed case studies of mining projects included.

Book excerpt: We think we are the lucky country, but what we really have is dumb luck - too much luck, more than we know what to do with.' - Paul Cleary In Too Much Luck, Paul Cleary shows how the resource boom, which seems a blessing, could well become a curse. We have never seen a boom quite like this one. Under - taxed and under - regulated, multinational companies are making colossal profits by selling off non - renewable resources. New projects are being rushed through weekly, but who is looking out for the public interest? As the boom accelerates, it will drive the dollar higher and higher, and force up the cost of doing business for everyone else. Industries that involve many jobs, such as tourism and education, will fade away. What happens if commodity prices suddenly collapse, as they have in the past? Or worse, when the resources run out? Many countries before us have been caught by the resource trap: a heady period of boom and growth, followed by a painful bust. Paul Cleary maps out the pitfalls, counts the human and environmental costs, shows what has worked overseas and suggests a better way forward - one which would turn this one - off windfall into a lasting legacy.
