The method accounts for the non-linear relationship between weight and moment capacity for both beams and columns. Reduction in the pure-bending fully-plastic moment in the presence of axial loading and both beam-column instability and overall frame instability due to sidesway are taken into account. Provision is made for minimization of frames employing standard sections as well as for frames whose built-up members may be chosen from a continuous spectrum. An initial solution to the minimization problem is obtained by the Simplex Method of linear programming, after which a check procedure is used to explore variations in the initial solution to determine if it can be improved. It is both intellectually attractive and technologically rewarding. The Symposium on Optimization in Structural Design was the second IUTAM Symposium in Poland. Fifteen years have elapsed since the Symposium on Nonhomogeneity in Elasticity and Plasticity, presided by Professor Olszak, was held in Warsaw. These fifteen years mean a lot for mechanics in Poland. Continuing the tradition of Professor Maksymilian Tytus Huber's research, considerable development of the mechanical sciences has been achieved in this country mostly due to the knowledge, vision and persistence of Professors Wit old Nowacki and Waclaw Olszak, eminent Members of our Academy. The Institute of Fundamental Technological Research was established, competent research groups grew, matured and contri buted to thermo-elasticity, plasticity, general theory of constitutive equations, and to structural mechanics-just to mention a few do mains. Mechanics is now penetrating into the technology of this country at an accelerating pace. The optimization in mechanics has a tradition in Poland. In 1936 Professor Zbigniew Wasiutynski formulated the optimality criterion for mean stiffness design using an elastic energy concept. Further work in this field has been done since, mostly in the last ten years. The quality of the writing makes Professors Baker and Heyman's book a pleasure to read. Lord Baker (Sir John Fleetwood Baker, 1901-1985) was Professor of Mechanical Sciences and Head of the Department of Engineering at the University of Cambridge from 1943 to 1968. He was a Fellow of the Royal Society. Baker's pioneering research led to the development of the plastic theory of design, originally used for steel frames but now recognized as being valid for many structural materials, such as aluminium and reinforced concrete. Additionally, Baker was responsible for many curriculum innovations at the university and was the author of The Steel Skeleton, a two-volume work. Jacques Heyman is the former Head of the Department of Engineering at the University of Cambridge and the author of ten books, including The Stone Skeleton, Elements of the Theory of Structures, Structural Analysis: A Historical Approach, Elements of Stress Analysis, and the two-volume set Plastic Design of Frames: Volume 1. Fundamentals with Lord Baker and Volume 2. Applications. He is a Fellow of the Society of Antiquaries, the Institution of Civil Engineers, and the Royal Academy of Engineering. He acted as a consulting engineer for a number of English cathedrals and as a member of the Architectural Advisory Panel for Westminster Abbey and of the Cathedrals Fabric Commission for England, and he has served on many British standards committees. The Stone Skeleton won the Choice Outstanding Academic Books Award in 1996.

Two talks were also held for the purpose of reviewing the present status of application of plasticity in design of naval vessels. The symposium was opened by Captain J. C. Myers on behalf of the Office of Naval Research and by Professor W. Prager on behalf of Brown University. Professor Prager closed the symposium by presenting a brief resume of the main accomplishments and trends in plasticity brought to light during the symposium.
