Book excerpt: This paper examines how a minimum wage, viewed as an incentive to trainers, would affect the informal help provided through on-the-job training. In the work environment, experienced employees play a significant role in training new employees. However, the more help they provide to trainees, the less likely that the trainers themselves will be promoted. This is the trainer's dilemma: help trainees or work for promotion. We show that a minimum wage alleviates the trainer's dilemma, as it increases the earnings of non-promoted workers and reduces the net benefit of promotion for experienced employees. Hence, minimum wage regulation encourages informal help and enhances welfare, although it reduces the firm's profit.

Book excerpt: Becker's theory of human capital predicts that minimum wages should reduce training investments for affected workers because they prevent these workers from taking wage cuts necessary to finance training. In contrast, in noncompetitive labor markets, minimum wages tend to increase training of affected workers because they induce firms to train their unskilled employees. We provide new estimates on the impact of the state and federal increases in the minimum wage between 1987 and 1992 on the training of low wage workers. We find no evidence that minimum wages reduce training, and little evidence that they tend to increase training. We therefore develop a hybrid model where minimum wages reduce the training investments of workers who were taking wage cuts to finance their training, while increasing the training of other workers. Finally, we provide some evidence consistent with this hybrid model.

We estimate the effects of minimum wages on the amount of both types of training received by young workers by exploiting cross-state variation in minimum wage increases. The evidence provides considerable support for the hypothesis that higher minimum wages reduce training (especially formal training) aimed at improving skills on the current job. At the same time, there is little or no evidence that minimum wages increase training undertaken to qualify for or obtain jobs. Consequently, it appears that, overall, minimum wages substantially reduce training received by young workers.

Flinn developsa job search and wage bargaining model that is capable of generating labor market outcomesconsistent with observed wage and unemployment duration distributions, and also can account forobserved changes in employment rates and wages after a minimum wage change. Flinn uses previousstudies from the minimum wage literature to demonstrate how his model can be used to rationalize andsynthesize the diverse results found in widely varying institutional contexts. He also shows howobserved wage distributions from before and after a minimum wage change can be used to determine ifthe change was welfare-improving. More ambitiously, and perhaps controversially, Flinn proposes theconstruction and formal estimation of the model using commonly available data; model estimates thenenable the researcher to determine directly the welfare effects of observed minimum wage changes.This model can be used to conduct counterfactual policy experiments--even to determine"optimal" minimum wages under a variety of welfare metrics. The development of the modeland the econometric theory underlying its estimation are carefully presented so as to enable readersunfamiliar with the econometrics of point process models and dynamic optimization in continuous timeto follow the arguments. Although most of the book focuses on the case where only the unemployedsearch for jobs in a homogeneous labor market environment, later chapters introduce on-the-jobsearch into the model, and explore its implications for minimum wage policy. The book also containsa chapter describing how individual heterogeneity can be introduced into the search, matching, andbargaining framework.
