Book excerpt: India is endowed with large resources of various metallic and non-metallic minerals. The mining sector is an important segment of India's economy and, since independence in 1947, there has been a pronounced growth in mineral production, both in terms of quantity and value. Steps have been taken to attract private investment for the exploration of mineral deposits and the operation of mines. However, actual investment in this area has been quite meager because of procedural hassles and numerous discretionary provisions in the laws which discourage prospective investors. To enhance mineral production, extensive exploration is required. An enabling environment must be created to attract new investments through private sector participation including foreign direct investment. India's on-going Eleventh Five Year Plan (2007-2012) aims to intensify the exploration activities of minerals. These objectives are to be achieved by encouraging private sector investment in exploration. Other objectives of the Eleventh Plan include: the restructuring and modernization of the Geological Survey of India * upgradation of the functioning of the Indian Bureau of Mines * adoption of the United Nations Framework Classification system for classification of mineral resources * the development of minerals in the North-Eastern region. This book provides a comprehensive description and analysis of activities in all aspects of mining in India.

The Information Age has ushered in a number of new mineral uses in a number of products including cell phones (e.g., tantalum) and liquid crystal displays (e.g., indium). For some minerals, such as the platinum group metals used to make cataytic converters in cars, there is no substitute. If the supply of any given mineral were to become restricted, consumers and sectors of the U.S. economy could be significantly affected. Risks to minerals supplies can include a sudden increase in demand or the possibility that natural ores can be exhausted or become too difficult to extract. Minerals are more vulnerable to supply restrictions if they come from a limited number of mines, mining companies, or nations. Baseline information on minerals is currently collected at the federal level, but no established methodology has existed to identify potentially critical minerals. This book develops such a methodology and suggests an enhanced federal initiative to collect and analyze the additional data needed to support this type of tool.

He has worked in various Government committees and expert groups and was involved in organization of national mineral inventory; UN Framework Classification system of mineral resources; rationalisation of the mineral taxation, royalty and mineral legislation framework in India. He has been examiner and member of selection boards of UPSC, India and is also a recognised guide of the Nagpur University for doctoral research. His resume has been included in the Marquis Who Is Who of the World and in the 2000 Outstanding Intellectuals of the 21st Century, Cambridge.

With critical interests in almost every multilateral regime and vital stakes in emerging ones, India has no choice but to influence the evolving multilateral order. If India seeks to affect the multilateral order, how will it do so? In the past, it had little choice but to be content with rule taking—adhering to existing international norms and institutions. Will it now focus on rule breaking—challenging the present order primarily for effect and seeking greater accommodation in existing institutions? Or will it focus on rule shaping—contributing in partnership with others to shape emerging norms and regimes, particularly on energy, food, climate, oceans, and cyber security? And how do India’s troubled neighborhood, complex domestic politics, and limited capacity inhibit its rule-shaping ability? Despite limitations, India increasingly has the ideas, people, and tools to shape the global order—in the words of Jawaharlal Nehru, “not wholly or in full measure, but very substantially.” Will India emerge as one of the shapers of the emerging international order? This volume seeks to answer that question.
