Available in PDF, EPUB and Kindle. Book excerpt: For any country’s economy, mineral resources form an important part in generating revenue and increasing its GDP. Therefore, learning the economics behind mines and minerals becomes mandatory and logical. This book investigates and promotes understanding of economic and policy issues, programmes and strategies for exploration, mining, beneficiation and marketing activities. Divided into ten chapters, the book puts emphasis on elaborating the principles of mine and mineral economics. The introductory chapter discusses the scope of the subject and the issues addressed by it. Outline of reserve-resource dynamics and the recent approaches towards estimating ore-reserves are then elaborated, followed by a discussion on mineral availability. Focus is then shifted to more technical and quantitative aspects of mineral sampling. Issues relating to mineral property evaluation and project feasibility assessment are then taken up. Both quantitative and logical aspects of mine finance and accounting have been discussed. Nitty-gritties of mine taxation are further outlined and the reader is introduced to aspects relating to marketing and trading of minerals. Distinctive features of the mineral policies of a few countries are highlighted while discussing the characteristic features of a national mineral policy. The last chapter of this book is on mineral industry and the environment.

Given the predominance of the fiscal transmission channel, it is important that the design of the mineral tax regime gives the state a fair share of the benefits. Using optimal control theory, this paper estimates that the optimal royalty tax in Mali is about 3.5 percent. By reducing the royalty rate from 6 percent to 3 percent, Mali’s mining code broadly ensures that the risk is shared between the state and mining companies, provides sufficient incentives to attract new exploration, and is comparable to the fiscal regimes in other sub-Saharan African countries in its mix of tax instruments and tax structure.

Book excerpt: This book examines existing mineral fiscal policies covering income taxation, royalties, free carried and participative (community and government) interests and also highlights the impacts of these policies on the feasibility of mineral projects as well as on revenue and other benefits to the State. While publications already exist on the subject matter, they have invariably approached the topic primarily from a Government standpoint rather than the mining industry. This book aims to provide a balance in this debate by comparing the financial outcomes gained or foregone by both Government and industry under different policy regimes. The discussions are supported by quantitative examples to more clearly articulate the potential outcomes and better inform future fiscal policy decisions.

Book excerpt: This paper aims to contribute to the international policy debate around profit shifting, tax avoidance and SSA’s revenue mobilization efforts in three ways. First, it examines the importance of mining, the role of multinational enterprises (MNEs), and mining revenue outcomes in SSA. Second, it assesses the magnitude of profit shifting in mining drawing on new macro level research, supplemented by case studies to illustrate the lived experience of tax avoidance in SSA mining. Third, the paper identifies tax policy reforms that could boost revenue mobilization in SSA.

Available in PDF, EPUB and Kindle. Book excerpt: The book provides an overview of the mineral industry, policy issues, related acts and legislation and the socio-economic scenario of the mining sector. It gives an understanding of historical development of policies and the position of Indian mineral sector with respect to other industrialized nations that can help the mineral industry to become globally competitive. It also evaluates the contribution of the mining sector to sustainability and development of both. This book provides a comprehensive picture of the mineral sector, challenges faced by the industry and sustainable development of mineral resources. It is primarily based on the information made available by the government agencies in the public domain. However, such information is sporadic, inconsistent, and difficult to interpret. Continuous mining of minerals, the discovery of new mineral deposits, and import-export-stockpiling of minerals greatly influences the economics of mineral commodities. These data must be perpetually updated in order to provide future perspective and frame the policies at the government level. Therefore there is always a need for an updated, compiled and properly interpreted database in respect to the contemporary world scenario. It is in this perspective that the proposed book has been designed.

Book excerpt: This paper examines the environmental effects of mineral taxes in a framework that recognizes the importance of rates and cumulative externalities and proposes an appropriate corrective tax. It concludes that mineral resources taxation should combine neutral taxes with a dynamic Pigovian type tax proposed in the paper. Such a tax resembles a specific tax plus an element that depends on the amount of remaining reserves. This resemblance means that, in practice, specific taxes may act as proxies for environmental taxes. The paper also points at complementarities and tradeoffs between economic and environmental concerns that could arise in reforming mineral taxes.
