Available in PDF, EPUB and Kindle. Book excerpt: The Encyclopedia provides a detailed and comprehensive account of the subject known as public choice. However, the title would not convey suf- ciently the breadth of the Encyclopedia’s contents which can be summarized better as the fruitful interchange of economics, political science and moral philosophy on the basis of an image of man as a purposive and responsible actor who pursues his own objectives as efficiently as possible. This fruitful interchange between the fields outlined above existed during the late eighteenth century during the brief period of the Scottish Enlightenment when such great scholars as David Hume, Adam Ferguson and Adam Smith contributed to all these fields, and more. However, as intell- tual specialization gradually replaced broad-based scholarship from the m- nineteenth century onwards, it became increasingly rare to find a scholar making major contributions to more than one. Once Alfred Marshall defined economics in neoclassical terms, as a n- row positive discipline, the link between economics, political science and moral philosophy was all but severed and economists redefined their role into that of ‘the humble dentist’ providing technical economic information as inputs to improve the performance of impartial, benevolent and omniscient governments in their attempts to promote the public interest. This indeed was the dominant view within an economics profession that had become besotted by the economics of John Maynard Keynes and Paul Samuelson immediately following the end of the Second World War.

Book excerpt: In May 2000, British investigators searching the apartment of a suspected Al Qaeda terrorist in Manchester discovered a veritable "terrorist cookbook." This revealing document, which later was submitted as evidence in the African embassy bombing trials in the United States, clearly outlines the goals of terrorist cell members and many of their techniques. This edition, translated by the FBI Counterterrorism Division, provides a wide-ranging view of Al Qaeda's ideology and operational philosophy, as well as the kind of hard-headed, practical advice it inculcates in its members. The manual discusses the development of security plans for terrorist acts, including assassinations, establishment and maintenance of safe houses and meeting places, and the use of counterfeit currency, forged identity documents, and codes and ciphers. Other sections deal with weapons training and the manufacture of explosive devices and booby traps. Some sensitive parts of this section have been redacted to allow for public release. In one particularly chilling "lesson," the manual states: "The religious scholars have also permitted the killing of a hostage if he insists on withholding information from Moslems...The scholars have also permitted the exchange of hostages for money, services, and expertise, as well as secrets of the enemy's army, plans, and numbers." Of particular interest are the sections on surveillance detection and evasion, how to maintain cover in foreign lands, and how to deal with arrest and interrogation. Most important, the manual provides insight into the general mindset of radical Islamic terrorists and should prove useful to law enforcement officers involved in counterterrorism investigations, as well as members of the military, scholars researching the theory and practice of contemporary terrorism, and anyone interested in the mentality and operational activities of Al Qaeda and related groups. 182 pages, ill.

Book excerpt: One key factor that emerged from the various presentations was the sheer variety of issues, leaderships, local security environments, and prospects for the local gorups that are affiliated with Al-Qaida in some way. Other key judgments are also revealed including that Al-Qaida continues to harbor implacable hostility toward the international system, the United States, Israel, and many local governments. Each presentation by the various contributors are represented as separate essays within this text. Regional and territorial maps are interspersed throughout the book to showcase key areas to the group. Some may find interest in the metrics set by Al-Qaida as well as the Goods and Services Exchanged Between Al-Qaida and its partners that are showcased through charts and tables.

This book was released on 2015-11-06 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: The War on Terror (WOT) is actually a war against extremist insurgents comprised of numerous and varied organizations scattered across the globe. They are spurred to action by an extremist ideology that is nurtured, demonstrated, and led by al Qaeda and its leadership. This ideology serves as the insurgency’s center of gravity whereby it gains all manner of support across a broad spectrum of functional resources in multiple operational domains. As operating environments change, these ideology inspired decentralized insurgent organizations are able to quickly adapt their methods of operation. In order to defeat this evolving, ubiquitous yet elusive threat, the US must develop a comprehensive strategy that incorporates all instruments of US national power, as well as those of its allies. This strategy must also defeat or mitigate the enemy’s center of gravity in order to have any chance of success. This thesis argues that as lead combatant command in the WOT, the US Special Operations Command (USSOCOM) should conduct continuous, global, pre-emptive low-visibility operations in order to disrupt insurgent operations. In order to accomplish its WOT missions, USSOCOM must effectively organize and array forces and resources to defeat insurgent functional resources across multiple operational domains.

Available in PDF, EPUB and Kindle. Book excerpt: Why are there so few Muslim terrorists? With more than a billion Muslims in the world-many of whom supposedly hate the West and ardently desire martyrdom-why don't we see terrorist attacks every day? Where are the missing martyrs? These questions may seem counterintuitive, in light of the death and devastation that terrorists have wrought around the world. But the scale of violence, outside of civil war zones, has been far lower than the waves of attacks that the world feared in the wake of 9/11. Terrorists' own publications complain about Muslims' failure to join their cause. The Missing Martyrs draws on government sources and revolutionary publications, public opinion surveys and election results, historical documents and in-depth interviews with Muslims in the Middle East and around the world to examine barriers to terrorist recruitment, including liberal Islam, revolutionary rivalries, and an inelastic demand for U.S. foreign policy. This revised edition, updated to include the self-proclaimed "Islamic State," concludes that fear of terrorism should be brought into alignment with the actual level of threat, and that government policies and public opinion should be based on evidence rather than alarmist hyperbole.

Book excerpt: This book provides the historical and political context to explain acts of terror, including the September 11th, and the bombing of American Embassies in Nairobi and Dar as Salaam and the West's responses. Providing a brief history of Islam as a religion and as socio-political ideology, Dilip Hiro goes on to outline the Islamist movements that have thrived in Egypt, Saudi Arabia and Afghanistan, and their changing relationship with America. It is within this framework that the rising menace of Osama bin Laden and his Al Qaida network is discussed. The Pentagon's amazingly swift victory over the Taliban in Afghanistan is examined along with implications of the Bush Doctrine, encapsulated in his declaration, 'so long as anybody is terrorizing established governments, there needs to be a war' - a recipe for war without end.

Book excerpt: David Kilcullen is one of the world's most influential experts on counterinsurgency and modern warfare, a ground-breaking theorist whose ideas "are revolutionizing military thinking throughout the west" (Washington Post). Indeed, his vision of modern warfare powerfully influenced the United States' decision to rethink its military strategy in Iraq and implement "the Surge," now recognized as a dramatic success. In Counterinsurgency, Kilcullen brings together his most salient writings on this vitally important topic. Here is a picture of modern warfare by someone who has had his boots on the ground in some of today's worst trouble spots-including Iraq and Afghanistan-and who has been studying counterinsurgency since 1985. Filled with down-to-earth, common-sense insights, this book is the definitive account of counterinsurgency, indispensable for all those interested in making sense of our world in an age of terror.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the role of terrorist innovation and learning in theory and practice, and in the context of three specific EU case-studies. It is often said that terrorist groups are relatively conservative in character operating in a technological vacuum – relying almost exclusively on bombs and bullets. This observation masks increasing complexity and creativity and innovation within terrorist groups and one of the most distinguishing features of al-Qaeda’s terrorist operations is its propensity for remarkable innovation. This book examines how and why terrorist groups innovate more generally and al-Qaeda-related terrorist plots in Europe more specifically. The starting point for this book was twofold. Firstly to examine the issue of innovation and learning more generically both in theory, within specific themes and within the context of al-Qaeda’s influence on this process. Secondly, this book examines the evolution of specific al-Qaeda-related plots in three specific northern EU states – the United Kingdom, Denmark and Germany - where there has been a significant volume of planned, failed and executed terrorist plots. In particular, these case studies explore signs of innovation and learning. This book will be of much interest to students of terrorism and counter-terrorism, political violence, security studies and IR in general.

Available in PDF, EPUB and Kindle. Book excerpt: This book is the result of a Symposium on Potential Global Strategic Catastrophes, which took place in Geneva, Switzerland in 2008. The catastrophes chosen do not include remote and less immediate events. Only those with the potential to produce multiple cascading strategic dilemmas for states and the international system were selected. These dilemmas include balancing the sovereign rights of states with human rights, transnational responsibilities and burden-sharing under occasional geopolitical uncertainties. The book deals with the theoretical foundations of coping with catastrophes and the relevant inter-state and organisational paradigms. Other sections address specific catastrophes and their potential consequences: pandemics, water crises, global warming, nanosecurity, nuclear catastrophes, financial meltdown, cyber crises, demographic imbalances and forced migrations, state failure and war, massive conventional terrorist attacks and threats to energy supply. Dr. Nayef R.F. Al-Rodhan is Senior Scholar in Geostrategy and Director of the Programme on the Geopolitical Implications of Globalisation and Transnational Security at the Geneva Centre for Security Policy, Geneva, Switzerland. "The tremendous power of globalisation unleashed some two decades ago demonstrates in fact how fragile the planet is. Never in history has man faced simultaneously seemingly unlimited opportunities and equally unlimited daunting threats and challenges. Potential Global Strategic Catastrophes is a remarkable publication based on the collective thoughts of some of the world's leading thinkers covering a broad spectrum of reality, the catastrophes that might ensue and the strategic implications. It is an excellent map for the 21st century." Jean-Pierre Lehmann, Professor of International Political Economy, IMD and Founding Director of The Evian Group, Lausanne, Switzerland.
