Book excerpt: DSP and Milstar are two of DOD's major multi-billion dollar space programs that were designed to operate in a global nuclear ballistic missile confrontation with the former Soviet Union. The histories of these programs have demonstrated DOD's commitment to develop advanced and sophisticated space-based technology to effectively deter the Soviet threat. However, military requirements now emphasize tactical warfighting capabilities for future regional conflicts. DOD'S action to terminate the current DSP follow-on program and begin a new effort provides an opportunity to fully consider the new tactical requirements. Plans to initiate a new DSP replacement effort in fiscal year 1995 will involve major management considerations, including requirements, cost effectiveness, and affordability. Considering the changed threat and a reduced defense budget, opportunities to make program changes aimed at achieving cost savings deserve increased attention. However, changes in the national security space community's culture will have to occur in order to achieve more substantive changes in DOD's acquisition, operation, and use of space assets.

Book excerpt: In fiscal year 2003, the Department of Defense expects to spend more than $18 billion to develop, acquire, and operate satellites and other space-related systems. Satellite systems collect information on the capabilities and intentions of potential adversaries. They enable military forces to be warned of a missile attack and to communicate and navigate while avoiding hostile action. And they provide information that allows forces to precisely attack targets in ways that minimize collateral damage and loss of life. DOD's satellites also enable global communications, television broadcasts, weather forecasting; navigation of ships, planes, trucks, and cars; and synchronization of computers, communications, and electric power grids. Congress requested that we review reports we issued on satellite and other space-related programs over the past two decades and identify common problems affecting these programs. The majority of satellite programs cost more than expected and took longer to develop and launch than planned. In reviewing our past reports, we found that these results were commonly tied to the following problems. Requirements for what the satellite needed to do and how well it must perform were not adequately defined at the beginning of a program or were changed significantly once the program had already begun. Investment practices were weak. For example, potentially more cost-effective approaches were not examined and cost estimates were optimistic. Acquisition strategies were poorly executed. For example, competition was reduced for the sake of schedule or DOD did not adequately oversee contractors. Technologies were not mature enough to be included in product development. Several factors contributed to these problems. First, DOD often took a schedule-driven instead of a knowledge-driven approach to the acquisition process. As a result, activities essential to containing costs, maximizing competition among contractors and testing technologies were compressed or not done. Second, there is a diverse array of organizations with competing interests involved in overall satellite development--from the individual military services, to testing organizations, contractors, civilian agencies, and in some cases international partners. This created challenges in making tough tradeoff decisions, particularly since, for many years, there was no high-level official within the Office of the Secretary of Defense dedicated to developing and enforcing an overall investment strategy for space. Third, space acquisition programs have historically attempted to satisfy all requirements in a single step, regardless of the design challenge or the maturity of technologies to achieve the full capability. This approach made it difficult to match requirements to available resources (in terms of time, money, and technology). Other factors also created challenges for the satellite acquisition programs we reviewed. These include a shrinking industrial base, a declining space workforce, difficulties associated with testing satellites in a realistic environment, as well as challenges associated with launching satellites.

DOD and the intelligence community manage a broad array of space activities, including launch vehicle development, communications satellites, navigation satellites (the Global Positioning System -- GPS), early warning satellites to alert the United States to foreign missile launches, weather satellites, reconnaissance satellites, and developing capabilities to protect U.S. satellite systems and to deny the use of space to adversaries (called "space control" or "counterspace systems"). The 1990-1991 Persian Gulf War is dubbed by some as the first "space war" because support from space displayed great improvement over what was available during the previous major conflict, Vietnam. These systems continue to play significant roles in U.S. military operations. How to organization DOD and the intelligence community to work effectively on space programs has been an issue for many years. Tracking the DOD space budget is extremely difficult since space is not identified as a separate line item in the DOD budget. Additionally, DOD sometimes releases only partial information (omitting funding for classified programs) or will suddenly release without explanation new figures for prior years that are quite different from what was previously reported. Figures provided to CRS show a total (classified and unclassified) DOD space budget of $19.4 billion for FY2003, $20 billion for FY2004, $19.8 billion for FY2005, and a request of $22.5 billion for FY2006. The actual FY2006 and proposed FY2007 budget figures are not yet available. Two DOD space programs that have been particularly controversial are Space Radar (formerly Space-Based Radar -- SBR) and TSAT (the transformational communications satellite program). The programs are controversial because their cost estimates are high, and Congress has been skeptical of those estimates and of DOD's ability to manage the programs successfully based on past program performance. Congress cut DOD's $226 million FY2006 request for Space Radar by $126 million and its $836 million FY2006 request for TSAT by $400 million. The FY2007 requests for those programs are $266 million for Space Radar and $867 million for TSAT.

Book excerpt: Originally designed to relay messages during global nuclear war, the costly Milstar satellite system could be scaled back to save more than $2 billion. Both Milstar and the Defense Support System (DSP), meant to detect ballistic missile launches, are products of the Cold War and need to be adapted to tactical warfare in regional conflicts. The Pentagon's decision to scrap the most recent DSP follow-on program and start anew provides an opportunity to fully assess the need for early missile warning information. The Defense Department's (DOD) plans to replace DSP with Alert, Locate, and Report Missiles (ALARM) requires a comprehensive analysis that includes (1) reviewing and validating operational requirements, (2) selecting the most cost-effective alternative from plausible candidate systems, (3) ensuring that the system selected is affordable, (4) demonstrating that the transition from DSP to ALARM will avoid coverage gaps, and (5) evaluating the launch vehicle implications for DSP. Regarding Milstar, GAO believes that DOD could save more than $2 billion if it opted not to acquire the last two satellites under the current plan. This decision would require the accelerated development of an enhanced Milstar that is smaller, lighter, cheaper, and capable of being launched on a smaller vehicle than the Titan IV. This accelerated development would entail some additional investment in the short run.

Moreover, along with the cost increases, many space acquisitions are experiencing significant schedule delays--as much as 8 years--resulting in potential capability gaps in areas such as missile warning, military communications, and weather monitoring. This testimony focuses on (1) the status of space acquisitions, (2) causal factors of acquisition problems, and (3) efforts underway to improve acquisitions. In preparing this testimony, GAO relied on its body of work, including GAO reports on best practices, assessments of individual space programs, common problems affecting space system acquisitions, and the DOD's acquisition policies. We have made numerous recommendations to the DOD in the past on matters relating to overall best practices as well as on individual space program acquisitions.
