Book excerpt: The military retirement system has been a major public policy concern for many years, and it is one that is becoming increasingly important and visible. Some revision to the present system is warranted, but any examination of this system and the possible alternatives to it must include consideration of many different issues. This report examines one of these issues - military retirees' post-service earnings and employment. The present study indicates that retired military officers as a whole earn about 25 percent less than comparably aged and educated nonretired veterans, while enlisted retirees earn about 20 percent less than their nonretired peers. However, this earnings differential is almost entirely accounted for by the fact that military retirees work less than their nonretired counterparts. Those military retirees who work full-time, year-round earn about as much, on the average, as similarly employed nonretired veterans.

Book excerpt: This thesis investigates the wage and salary differentials experienced by military retirees in their post-service second career in the civilian labor market. The 1990 Census of Population and Housing, Public Use Microdata Samples was used as the source of data. Log earnings regression models were specified and estimated to determine earnings differences between military retirees and two comparison groups. The effects of the number of weeks and hours worked, education, location and receiving retirement income were controlled in the earnings regressions. The results indicate the proportion of military retirees not in the labor force is substantially higher than the proportion of non-veteran civilians or non-retired veterans not in the labor force. The data also reveals that retirees tend to work less weeks per year and hours per week. Finally, retirees earn on average $4,347 less annually than both comparison groups. Thus, military retirees not only tend to work less but when they do work they tend to take jobs that pay less. The present value of the earnings difference between a retiree and a non-retired veteran is approximately $48,534 (11.38 percent).

The authors assessed the extent to which the earnings, wealth, health, education, and satisfaction of service members who served full careers in the military and retired differed from the earnings and wealth of those who did not serve full careers and those who did not serve at all. After accounting for the military retirement benefit, military retirees born between 1931 and 1941 typically fared as well as or better than veteran non-retirees and non-veterans in terms of wealth and income. Military retirees also fared better in terms of their level of satisfaction with retirement than the other two groups, and military retirees fared at least as well as non-veterans and veteran non-retirees in terms of educational and health outcomes.

Book excerpt: More than 20,000 individuals retire each year from the U.S. military who are eligible to receive a guaranteed annuity amounting to half or more of their basic military pay. Separating from the military at an average age of 43, the overwhelming majority of these retirees enter second careers in the civilian sector. For a variety of reasons, one might expect military retirees to enter the civilian labor force earning wages lower than what comparable civilians earn. The most frequently cited reason for this is that military training does not transfer perfectly to civilian occupations and therefore retirees must enter a period of training upon separation before their wages can be expected to catch up with those of their civilian peers. Whereas the post-service earnings of veterans in general have received a great deal of attention in the economics literature, much of this literature focuses on veterans serving for one or two terms of enlistment only. Comparatively little research, prior to this study, has examined the civilian labor market experience of military retirees who, by definition, have completed a minimum of 20 years of service.

Book excerpt: Presents evidence on the civilian earnings of military retirees relative to those of noncareer veterans, with data from the 1970 Census to provide some empirical evidence on the extent of second career earnings loss of military retirees. A commonly cited rationale for the military pension is that skills acquired in the military are not fully transferable to the civilian sector. True second career earnings loss is necessarily unobservable. Veteran status was imputed to retiree and noncareer veterans on the basis of their ages and the conflicts in which they served. On average, weekly wage rates of retirees are 10 to 20 percent lower than weekly wages of noncareer veterans. Roughly half the white retiree differential in annual earnings is estimated to be attributable to voluntarily chosen characteristics, such as years of schooling, hours of work, and location. The residual earnings differential of less than 10 percent is probably an upper bound on true second career earnings loss.
