Book excerpt: To ease the pace of overseas deployments, the President announced a plan in 2007 to grow the Army¿s end strength by about 7% by 2013. GAO was asked to evaluate the Army¿s management of this growth. Specifically, GAO determined the extent to which the Army has (1) made progress in growing the force, (2) awarded cost-effective bonuses to attract and retain enlistees, (3) maintained the quality of its enlisted force, and (4) directed growth in its officer force to areas of need and determined whether trade-offs it has made to alleviate shortages will have long-term effects. GAO reviewed the Army¿s growth plans, bonuses, waivers, and officer promotions, and interviewed Defense and Army officials. Illus.

Book excerpt: In 1986, the Congress called for the establishment of a joint service special operations capability under a single command. In April 1987, the Secretary of Defense established the Special Operations Command with the mission to provide trained and combat-ready special operations forces to DOD s geographic combatant commands. Section 167(e) of Title 10, U.S. Code directs that the Commander of the Special Operations Command be responsible for and have the authority to conduct all affairs of such command related to special operations activities. Under this section, the Commander is also responsible for and has the authority to conduct certain functions relating to special operations activities whether or not they relate to the Special Operations Command, including: preparing and submitting to the Secretary of Defense program recommendations and budget proposals for special operations forces and for other forces assigned to the Special Operations Command; exercising authority, direction, and control over the expenditure of funds; training assigned forces; and monitoring the promotions, assignments, retention, training, and professional military education of special operations forces officers. In addition, Section 167 directs the Special Operations Command to be responsible for the following activities as they relate to special operations: (1) direct action, (2) strategic reconnaissance, (3) unconventional warfare, (4) foreign internal defense, (5) civil affairs, (6) psychological operations, (7) counterterrorism, (8) humanitarian assistance, (9) theater search and rescue, and (10) other activities such as may be specified by the President or the Secretary of Defense. 9 Appendix II defines these activities assigned to the Special Operations Command. DOD has also assigned additional activities to the Special Operations Command.

This book was released on 2006 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: The viability of the All Volunteer Force (AVF) depends, in large measure, on the Department of Defense's (DOD) ability to successfully recruit several hundred thousand qualified individuals each year to fill over 1,400 occupational specialties. Since the March 2003 involvement of U.S. military forces in Iraq, attracting sufficient numbers of high-quality recruits to military service has proven to be one of the greatest personnel challenges faced by DOD since the inception of the AVF. The active Army, the Army Reserve, and the Navy Reserve, for example, failed to meet their fiscal year 2005 recruiting goals. Recruitment of high-quality personnel is a tough proposition, made even more challenging in the current environment when the nation is engaged in combat operations. To exacerbate the recruitment challenges further, DOD estimates that over half of the youth in the U.S. population between the ages of 16 and 21 do not meet the minimum requirements to enter military service. Moreover, additional factors such as the shrinking numbers of new recruits in delayed entry programs and the Army Army's use of stop loss, which delays servicemembers from leaving active duty, indicate that the components may experience continued recruiting challenges as they attempt to meet their personnel requirements. To help overcome recruiting challenges, the military services during the past several years have assigned roughly 20,000 recruiters to manage their recruiting programs and achieve their accession goals.

Available in PDF, EPUB and Kindle. Book excerpt: American voters say they want to hear more about the issues and less about partisan politics. An unusually wide-open presidential race presents a unique opening for frank discussion and innovative solutions to pressing policy challenges. Opportunity 08 takes advantage of this political space to help presidential candidates, political observers, and the informed public focus on critical issues facing the nation. Opportunity 08 tackles a broad range of issues, organized under three categories: Our World, Our Society, and Our Prosperity. On the latter, for example, Brookings scholar Isabel Sawhill joins former Congressmen Bill Frenzel (R) and Charles Stenholm (D) and longtime budget counsel Bill Hoagland to provide a clear picture of the American budget deficit situation and what should be done about it. Sawhill also collaborates with Ron Haskins on a plan to provide greater support for education, work, and marriage. Hugh Price puts forth a strategy (and price tag) for boosting academic achievement among American schoolchildren. Brookings scholar Henry Aaron and Harvard professor Joseph Newhouse describe America's health care predicament and discuss options for expanding coverage and reducing costs. Mark McClellan, until recently the administrator of Medicare and Medicaid, takes another angle on the same subject. In the realm of international affairs, Jeffrey Bader and Richard Bush as well as former Bush administration official Michael Green discuss how best to deal with China. Jeremy Shapiro calls for a more analytic and threat-based approach to homeland security, arguing that many proposals are too ambitious and costly. On the Middle East, Martin Indyk and Tamara Cofman Wittes emphasize the need for a moderate coalition that will counter Iran's ambitions in the region, while also discussing political reform in Arab states and the Arab-Israeli peace process. Peter Rodman, until recently a Bush administration Pentagon official, also addresses the challenge p

Book excerpt: When the "don't ask, don't tell" policy emerged as a political compromise under Bill Clinton in 1993, it only ended up worsening the destructive gay ban that had been on the books since World War II. Drawing on more than a decade of research and hundreds of interviews, Nathaniel Frank exposes the military's policy toward gays and lesbians as damaging and demonstrates that "don't ask, don't tell" must be replaced with an outright reversal of the gay ban. Frank is one of the nation's leading experts on gays in the military, and in his evenhanded and always scrupulously documented chronicle, he reveals how the ban on open gays and lesbians in the U.S. military has greatly increased discharges, hampered recruitment, and—contrary to the rationale offered by proponents of the ban—led to lower morale and cohesion within military ranks. Frank does not shy away from tackling controversial issues, and he presents indisputable evidence showing that gays already serve openly without causing problems, and that the policy itself is weakening the military it was supposed to protect. In addition to the moral pitfalls of the gay ban, Frank shows the practical damage it has wrought. Most recently, the discharge of valuable Arabic translators (who happen to be gay) under the current policy has left U.S. forces ill-equipped in the fight against terrorism. Part history, part exposé, and fully revealing, Unfriendly Fire is poised to become the definitive story of "don't ask, don't tell." This lively and compelling narrative is sure to make the blood boil of any American who cares about national security, the right to speak the truth, or just plain common sense and fairness.
