Although Operation Uphold Democracy was a successful operation there were some problems experienced with the CMOC and interagency planning. With the military involved in these operations more often, better planning has to be done. Pre-operation coordination between the military, humanitarian organizations, and other government agencies has to be accomplished. The research will be based on documents and interviews generated by the operation. Introduction The United States has been involved in Haiti's internal affairs on and off for a number of years. In 1915, the United States began an occupation of Haiti that lasted for nineteen years. The occupation began with good intentions but expanded into an operation that the U.S. military was ill-equipped to perform. The way the operation was conducted left a lot to be desired and the U.S. learned a great deal from it. This occupation and others have influenced how we do Military Operation Other Than War (MOOTW) today. The occupation will be discussed briefly as part of this research paper. Operation Uphold Democracy was determined to be a successful operation. This paper will explore whether the Civil Military Operations Center (CMOC) contributed to that success by looking at the principles of MOOTW. The operations conducted in Somalia, Rwanda, and Haiti have continued the development and evolution of the CMOC. The lessons learned, during these operations, will help in further refining the concept of the CMOC.

The US-led, multinational effort of September, 1994 restored President Jean-Bertrand Aristide and his democratic government back to power. Six months later, having achieved its desired end state, the multinational force transferred lull authority to the United Nations. Unlike Operations Restore Hope in Somalia and Support Hope in Rwanda, Uphold Democracy was not a purely humanitarian assistance mission. However, in all three, the CMOC was the principal contact between military forces and the myriad of civilian organizations assisting the relief effort. The proliferation of these organizations, combined with the growing number of worldwide military operations other than war (MOOTW), makes the CMOC a critical player in our conduct of operations. In Haiti, the CMOC evolved even further, bridging the gap between planning shortfalls and cultural differences. This paper seeks to determine the overall effectiveness of Haiti's CMOCs. Chapter 1 offers a brief historical evolution of the crisis that led to US involvement. Chapter 2 highlights the CMOC's origins and its rapid ascension into current joint doctrine. Chapter 3 describes CMOC employment in Haiti and its relationship to the civilian organizations it served. Chapter 4 concludes with the central cause and effect problem of incomplete interagency planning, which resulted in degraded unity of effort.

Book excerpt: The dynamic environment of the post-Cold War era has increased the probability that the United States will be called upon more frequently to use military personnel in untraditional, noncombat missions. In his January 1994 report to the President and Congress, Secretary of Defense William J. Perry stated: "The fundamental foreign policy goal of the United States is a stable world order in which democratic values and free trade can flourish." The evolving multipolar world, with its border disputes and ethnic, tribal, and religious conflicts, jeopardized the United States' interests in regional security, democratic freedoms, free markets, and human rights. Historically, governments have utilized their armed forces as instruments of national power in order to achieve political objectives. Today, the US and other nations continue to supplement their political, economic, and informational instruments of national power with use of their military forces through what are broadly termed "peace operations" or "Operations Other Than War." Unlike its counterparts in other nations, the US military has a unique asset which can enhance the success of peace operations. This asset is the Civil Affairs units which are specially trained to support the civil-military aspects of missions during either wartime or peacetime. This paper will discuss the United States use of Army Civil Affairs elements in the peace operations recently undertaken in Somalia and Rwanda plus a limited synopsis of the recent deployment to Haiti. First, it will provide an overview of emerging military doctrine and definitions of peace operations and operations other than war. It will include a brief review of the types of military activities in these operations and the complex environments in which they occur. Second, this paper will briefly review recent historical examples of US involvement in peace operations. This will be followed by a review of the organization, roles, and capabilities of Army Civil Affairs (CA) elements. Next, an overview of US military involvement in the recent missions in Somalia, Rwanda, and Haiti will follow. This discussion will include a summary of the utilization of CA elements in these operations. Finally, recommendations will be offered to strengthen planning and preparation for future military support of peace activities.

Book excerpt: The study of past operations is helpful in defining U.S. Army roles and functions in military operations other than war (OOTW) and in assessing the range of missions and requirements the Army is likely to face in the future. Operation Just Cause (OJC) can be distinguished from subsequent OOTW--in Kuwait, Iraq, Bangladesh, Bosnia, and Somalia--in part because it was a unilateral effort that did not involve coalition issues or problems. Nor did the United States have to coordinate its efforts with nongovernment organizations or humanitarian relief organizations. Nevertheless, OJC offers the Army some practical lessons for current and future OOTW: (1) Army training in military operations on urban terrain (MOUT) is inadequate; (2) electronic intelligence is insufficient in OOTW and must be supplemented by human intelligence and imagery; (3) efforts to streamline joint operations must not overlook service-specific needs, and must take care to maximize the use of special operations forces by employing them in the specialized tasks for which they were trained; (4) more emphasis is needed on equipment technology for the special requirements of MOUT; (5) planning for OOTW must not overlook or underemphasize stability operations (as was the case in OJC); and (6) civilian agencies (including the State Department and the U.S. Agency for International Development) must be involved in the planning for most OOTW, but need to develop the capability to offer valuable and timely contributions.

First, case studies on the US interventions in Somalia and Haiti provide a view of some of the questions and problems involved with intervening in the affairs of states for humanitarian or democratic enlargement reasons. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. This report analyzes how changing demographics worldwide will affect the operational requirements of future OOTW missions. Two key factors that have influenced U.S. success or failure in the past are 1) political-military communication, and 2) mission creep and mission swing. Without effective political-military communication, military planning may be derived from political rhetoric or, alternatively, political decisions may be based on faulty understandings of military capabilities or considerations. Equally critical is sufficient recognition of, and planning for, mission creep (in which political goals shift, requiring military operations different from those planned at the intervention's outset) and mission swing (in which the operational environment undergoes quick deterioration or improvement unrelated to the presence or efforts of intervening forces).
