Available in PDF, EPUB and Kindle. Book excerpt: An overview of the broad trends and policies that have emerged during the transition from the selective service draft to an all-volunteer military. The report is divided into three parts. Part I discusses the factors underlying the decision to end the draft. The analysis shows that the AVF was essentially the only viable alternative for eliminating the inequities of the draft. Part II examines the early AVF experience and concludes that the AVF has succeeded in attracting a socially representative mix of the desired quantity and quality of recruits at a substantially lower cost than is commonly assumed. Part III examines broader implications raised by the removal of the draft, showing that major changes in manpower utilization and management are required to provide an effective defense at a cost the American public is willing to pay, and that the removal of the draft provides an opportunity for making such changes.

Book excerpt: As U.S. military forces appear overcommitted and some ponder a possible return to the draft, the timing is ideal for a review of how the American military transformed itself over the past five decades, from a poorly disciplined force of conscripts and draft-motivated "volunteers" to a force of professionals revered throughout the world. Starting in the early 1960s, this account runs through the current war in Iraq, with alternating chapters on the history of the all-volunteer force and the analytic background that supported decisionmaking. The author participated as an analyst and government policymaker in many of the events covered in this book. His insider status and access offer a behind-the-scenes look at decisionmaking within the Pentagon and White House. The book includes a foreword by former Secretary of Defense Melvin R. Laird. The accompanying DVD contains more than 1,700 primary-source documents-government memoranda, Presidential memos and letters, staff papers, and reports-linked directly from citations in the electronic version of the book. This unique technology presents a treasure trove of materials for specialists, researchers, and students of military history, public administration, and government affairs to draw upon.

Available in PDF, EPUB and Kindle. Book excerpt: Toward a Consensus on Military Service: Report of the Atlantic Council's Working Group on Military Service examines the experience and prospects of the U.S. peacetime military volunteer force. It presents a Policy Paper that offers a broad range of recommendations designed both to strengthen that force and to prepare the way, should circumstances require it, for a resumption of compulsory military service. The book begins by providing a geopolitical backdrop for the issues of U.S. military service examined in subsequent chapters. It analyzes basic U.S. national interests, Soviet power and policy, and East-West relations. This is followed by separate chapters on the antecedents of force-manning in the U.S.; current and evolving concepts of U.S. security requirements; the all-volunteer force; and military manpower policies. Subsequent chapters examine long-term military manpower trends and criteria for a peacetime military force; compulsory service options; and social and ethical issues that have colored the historical American debate over how the nation should raise its armed forces in peacetime.

But can the all-volunteer force (AVF) continue to attract and retain the quantity and quality of active and reserve forces required to meet the security needs of the nation? The contributors to this collectio

Book excerpt: Which citizens have fought America's wars? Which ones should fight in the future, and how should they be recruited? Should military or other national service be an obligation for every citizen? David Segal's probing look at the complex issues behind these questions tells us much about the changing manpower needs of our armed forces and about the evolution of civil-military relations in the United States. Segal analyzes the mobilization, contributions, and limitations of drafted, reservist, and volunteer forces from the early days of the republic to the present. In the process, he shows how Americans have come to separate the benefits of citizenship from service to their country. Symptomatic of this separation is the current reliance on an all-volunteer military, a system that treats military service more as an occupation and opportunity for self-advancement than as a civic duty and obligation. Drawing on a vast interdisciplinary literature in American history, sociology, political science, and economics, Segal illuminates the ways demographics, weapons technology, international relations, scientific management, and social policies have all affected the composition of America's armed forces. He also shows how the military anticipated and expanded the American welfare system and played a pivotal role in creating better opportunities for minorities and women. The capabilities and performance of U.S. armed forces in future conflicts will depend on a thorough understanding of and informed response to the crucial manpower issues Segal discusses. His thoughtful study should be required reading for military professionals and policymakers and will be of interest to anyone concerned about the future of this country's armed forces.
