Book excerpt: Many people believe that the violent and disruptive nature of war makes a military ethic impossible. The authors of this book, originally published in 1986 however, develop an ethical system that aims to control the military monster at least to some degree, rather than one that preaches to it idealistically – with little or no effect. Military ethics, they believe, must be an ethics for peacetime as well as an ethics for war, an ethics for soldiers in the field as well as an ethics for political leaders, and their book is designed to meet these needs. It presents a practical, utilitarian approach: an ethics of what is possible rather than what is ideal, drawing on real military experience and different from any other work previously published. The authors argue that both the pacifists, who claim that the horrible and ungovernable nature of war makes it morally wrong, and the realists, who believe that wars must be fought, but fought without moral scruple, are mistaken. They show that careful attention to the actual circumstances in which individual combatants function and the social institutions shaping their action allows genuine moral constraint. With its emphasis on real problems, Military Ethics will be of practical help to policy makers and military personnel at all levels, as well as being of great interest to students of applied philosophy and ethics.

With it fell also the relatively straightforward Western assumption that war was going to be a bi-polar, symmetrical affair, albeit one with nuclear overtones - an assumption around which the training and education of military officers had hitherto been built. The immediate post Cold War period showed officers wearing a blue, rather than a green helmet, negotiating with opponents whom they ought not to call enemies and keeping the peace in situations where there was no peace to keep. Added to this was the phenomenon of international terrorism, which manifested itself on the strategic, rather than merely the tactical level. Counter-insurgency operations in Iraq and Afghanistan demonstrate how difficult it is to win the hearts and minds of the local population while subduing the enemy at the same time. With the distinction between what is morally right and wrong becoming ever more blurred, the moral dilemmas of officers and men have begun to multiply and the need to reconsider the basic assumptions and practices of military ethics education in this highly unpredictable world has become ever more urgent. This volume, arising out of a conference held at the Centre for Leadership Development and Civic Education of the German Armed Forces, attempts to address that need. Book excerpt: In this monograph, Colonel Tony Pfaff explores the ethical challenges facing the Army in an era of persistent conflict dominated by a variety of irregular threats. Pfaff argues that these challenges arise because irregular adversaries change the character of their war from imposing one's will on the enemy to compelling the enemy to accept one's interest. While this shift may seem subtle, Pfaff argues, it suggests a number of important practical and ethical implications for our way of war. Formerly, civilians were largely separable from warfighting, meaning that our strategies of annihilation and attrition were the most effective--and ethical--paths to victory. But now, when combating irregular threats, civilians are no longer separable from warfighting. Consequently, strategies of annihilation and attrition not only undermine a successful resolution of the conflict, but they are unethical. This last point suggests that the Army needs to adapt the PME to account for these changes and to adopt a number of policies and procedures to account for the expanded role irregular conflicts demand Soldiers play.

We examine three major long-term influences on that culture and its core ethos, thus describing how they evolve over time. We contend that in the present era of persistent conflict, we are witnessing dynamic changes within these three influences. In order to analyze these changes, we introduce a more detailed framework which divides the Ethic into its legal and moral components, then divide each of these into their institutional and individual manifestations. Turning from description to analysis, we also examine to what extent, if any, recent doctrinal adaptations by the Army (FM 3-0, 3-24, and 6-22, etc.) indicate true evolution in the essential nature of the profession's Ethic. Then, we present what we believe to be the most significant ethical challenge facing the Army profession -- the moral development of Army leaders, moving them from 'values to virtues' in order that they, as Army professionals, can consistently achieve the high quality of moral character necessary to apply effectively and, in a trustworthy manner, their renowned military-technical competencies."--Page x.
