Book excerpt: The performance of the Army of the Republic of Vietnam (ARVN) at the Battle of Ap Bac, January 2, 1963, established a narrative that the South Vietnamese were unwilling to fight or lacked aggressiveness. At the time of the Battle of Ap Bac, the South Vietnamese had been receiving direct military aid from the US and under the tutelage of American advisors for over eight years. Lieutenant Colonel John Paul Vann was the senior US Army advisor present and remarked after the battle, “It was a miserable damn performance, just like it always is. These people won’t listen. They make the same mistake over and over again in the same way.” In the context of those comments, ARVN did not show an appreciable increase in combat effectiveness with years of direct American support. The larger narrative surrounding the battle indicates that the performance of ARVN was a harbinger for future challenges and setbacks in South Vietnam. This battle and subsequent evaluation of the ARVN attribute the cause for combat ineffectiveness was the South Vietnamese lacking leadership and not possessing the necessary fighting spirit. Is the evaluation that the outcome of the Battle of Ap Bac hinged on the ARVN’s lack of aggressiveness still valid when put in the broader cultural, social, and political context that existed at its birth?

Available in PDF, EPUB and Kindle. Book excerpt: Toczek provides the first description of the entire battle of Ap Bac and places it in the larger context of the Vietnam War. The study thoroughly examines the January 1963 battle, complete with detailed supporting maps. Ironically, Ap Bac's great importance lies in American policymakers' perception of the battle as unimportant; for all their intelligence and drive, senior American government officials missed the early warning signs of a flawed policy in Southeast Asia by ignoring the lessons of the defeat of the South Vietnamese Army (ARVN) on 2 January 1963. The outcome of Ap Bac was a direct reflection of how the U.S. Army organized, equipped, and trained the ARVN. With all the ARVN officer corps's shortcomings, the South Vietnamese Army could not successfully conduct an American combined arms operations against a smaller, less well-equipped enemy. American leadership, both military and civilian, failed to draw any connection between ARVN's dismal performance and American policies toward South Vietnam. Although certain tactical changes resulted from the battle, the larger issue of American policy remained unchanged, including the structure of the advisory system.

Book excerpt: This is the first of a series of chronological histories prepared by the Marine Corps History and Museums Division to cover the entire span of Marine Corps involvement in the Vietnam conflict. This particular volume covers a relatively obscure chapter in U.S. Marine Corps history—the activities of Marines in Vietnam between 1954 and 1964. The narrative traces the evolution of those activities from a one-man advisory operation at the conclusion of the French-Indochina War in 1954 to the advisory and combat support activities of some 700 Marines at the end of 1964. As the introductory volume for the series this account has an important secondary objective: to establish a geographical, political, and military foundation upon which the subsequent histories can be developed.

Book excerpt: This is the second volume in a series of chronological histories prepared by the Marine Corps History and Museums Division to cover the entire span of Marine Corps involvement in the Vietnam War. This volume details the Marine activities during 1965, the year the war escalated and major American combat units were committed to the conflict. The narrative traces the landing of the nearly 5,000-man 9th Marine Expeditionary Brigade and its transformation into the ΙII Marine Amphibious Force, which by the end of the year contained over 38,000 Marines. During this period, the Marines established three enclaves in South Vietnam’s northernmost corps area, I Corps, and their mission expanded from defense of the Da Nang Airbase to a balanced strategy involving base defense, offensive operations, and pacification. This volume continues to treat the activities of Marine advisors to the South Vietnamese armed forces but in less detail than its predecessor volume, U.S. Marines in Vietnam, 1954-1964; The Advisory and Combat Assistance Era.

Book excerpt: With the withdrawal of French forces from South Vietnam in 1955, the U.S. took an ever-widening role in defending the country against invasion by North Vietnam. By 1965, the U.S. had "Americanized" the war, relegating the Army of the Republic of Vietnam (ARVN) to a supporting role. While the U.S. won many tactical victories, it had difficulty controlling the territory it fought for. As the war grew increasingly unpopular with the American public, the North Vietnamese launched two large-scale invasions in 1968 and 1972--both tactical defeats but strategic victories for the North that precipitated the U.S. policy of "Vietnamization," the drawdown of American forces that left the ARVN to fight alone. This book examines the maturation of the ARVN, and the major battles it fought from 1963 to its demise in 1975. Despite its flaws, the ARVN was a well-organized and disciplined force with an independent spirit and contributed enormously to the war effort. Had the U.S. "Vietnamized" the war earlier, it might have been won in 1967-1968.

Book excerpt: This work describes riverine combat during the Vietnam War, emphasizing the operations of the U.S. Navy’s River Patrol Force, which conducted Operation Game Warden; the U.S. Army-Navy Mobile Riverine Force, the formation that General William Westmoreland said “saved the Mekong Delta” during the Tet Offensive of 1968; and the Vietnam Navy. An important section details the SEALORDS combined campaign, a determined effort by U.S. Navy, South Vietnamese Navy, and allied ground forces to cut enemy supply lines from Cambodia and disrupt operations at base areas deep in the delta. The author also covers details on the combat vessels, helicopters, weapons, and equipment employed in the Mekong Delta as well as the Vietnamese combatants (on both sides) and American troops who fought to secure Vietnam’s waterways. Special features focus on the ubiquitous river patrol boats (PBRs) and the Swift boats (PCFs), river warfare training, Vice Admiral Elmo R. Zumwalt Jr., the Black Ponies aircraft squadron, and Navy SEALs. This publication may be of interest to history scholars, veterans, students in advanced placement history classes, and military enthusiasts given the continuing impact of riverine warfare on U.S. naval and military operations in the 21st century. Book excerpt: [Includes 11 charts, 1 map, and 20 illustrations] “In combat situations prior to Vietnam, U.S. military forces had an existing command and control structure which could be tailored to accomplish the task at hand. In Europe during World War II General Dwight D. Eisenhower modified the command structures developed for the North African and Mediterranean operations to form Supreme Headquarters, Allied Expeditionary Force (SHAEF). After his departure from Bataan in 1942, General Douglas MacArthur had several months in which to design the command structure that ultimately contributed to the defeat of the Japanese...There, the command and control arrangements, which ultimately directed a U.S. Military force of over 500,000 men, evolved from a small military assistance mission established in 1950. The Military Assistance Advisory Group’s philosophy of assistance rather than command significantly influenced the development of the organization. “This monograph describes the development of the U. S. military command and control structure in Vietnam. The focus of the study is primarily on the Military Assistance Command, Vietnam (MACV), and the U.S. Army in Vietnam (USARV). The relationships with the joint Chiefs of Staff (JCS), Commander in Chief, Pacific (CINCPAC), U.S. Army, Pacific (USARPAC), and other outside agencies are discussed only as their decisions, policies, and directives affected MACV and operations within South Vietnam. The air war against North Vietnam and naval operations of the U.S. Seventh Fleet were CINCPAC’s responsibilities and are only mentioned in regard to their impact on MACV and the forces under MACV. “This study is not a conventional military or diplomatic history of the war in Vietnam. Rather, it is an analytical appraisal of the command and control structure.”

Available in PDF, EPUB and Kindle. Book excerpt: The conventional narrative of the Vietnam War often glosses over the decade leading up to it. Covering the years 1954-1963, this book presents a thought-provoking reexamination of the war's long prelude--from the aftermath of French defeat at Dien Bien Phu--through Hanoi's decision to begin reunification by force--to the assassination of South Vietnamese President Ngo Dinh Diem. Established narratives of key events are given critical reappraisal and new light is shed on neglected factors. The strategic importance of Laos is revealed as central to understanding how the war in the South developed.
