Documenting the hidden world of France’s migrant worker hostels, it explores why older North and West African men continue to live past retirement age in this sub-standard housing. Conventional wisdom holds that at retirement labour migrants ought to instead return to their families in home countries, where their French pensions would have far greater purchasing power. This paradox is the point of departure for a book which transports readers from the banlieues of Paris to the banks of the Senegal River and the villages of the Anti-Atlas. In intimate ethnographic detail, the author brings to life the experiences of these older labour migrants by sharing in the life of the hostels as a resident, by observing at close quarters the men's family life on the other side of the Mediterranean as a guest in their homes, and even by accompanying them in their travels by bus, sea, and air. The monograph evaluates several theories of migration against rich qualitative data gathered from multiple methods: biographical narrative and semi-structured interviews, participant observation, and archival research. In the process, it offers a thoughtful contribution to broader debates on what it means for migrants to belong and achieve inclusion in society. This book has been awarded an ‘honourable mention’ in the Khayrallah Prize in Migration Studies, courtesy of the Moise A. Book excerpt: Pension systems in most industrialised countries are unfunded, i.e. they are pay-as-you-go financed and thus depend on a well-balanced ratio (old) recipients to (young) contributors. This so-called dependency ratio will worsen significantly in the next few decades due to two developments: ageing of the population and increased labour mobility. This book analyses the viability of unfunded pension systems in the presence of the projected demographic evolution. The analysis focuses on questions concerning: efficiency considerations and the possibility of welfare improvements; political economy aspects and the feasibility of reforms, and; the process of European integration and its influence on national pension systems. The theoretical analysis is complemented in numerous ways by quantitative parts and institutional details. The consequences of the demographic crisis for the distribution of the pension burden within and across generations and in an international context are illustrated with respect to the specific situation in Germany and other European countries. It is shown for different settings of political power distribution and for different degrees of mobility what would happen without any reforms and what could and should be done to guarantee the survival of old-age security based on a fair sharing of the pension burden. Neither explosion nor erosion is the inevitable fate of unfunded pension systems. But to avoid either happening, fundamental reforms are necessary as soon as possible which loosen at least partially the intergenerational dependencies and thus reduce the pressure from the changing population structure on old-age security.

Adequate retirement income is also a leading concern for private and public pension systems. Pension funding adequacy measures the ability of pension scheme assets to meet a system's liabilities. Pension managers accumulate assets primarily from employee contributions. Assets then grow through investment returns. Liabilities consist mainly of benefits promised and paid to pensioners.When the working population drops or labor income decreases, managers cannot continue to pay comparatively high pensions or to collect contributions from an already distressed workforce. Unemployment exacerbates both sources of pressure on the workforce: It reduces not only the number of workers, but also total labor income. As a result, pension funding shortfalls have puzzled governments, pension funds, insurers, labor unions, and analysts for years.This paper addresses pension funding adequacy and sustainability from a novel perspective. It considers migration as a potential source of growth in the labor force, which in turn could increase the base of the population pyramid as well as cash flows into pension schemes. Advanced linear models did not provide evidence that migration can improve pension funding. Migration fails to bolster pension funding even when migration from countries outside the EU is taken into account. Policymakers may therefore need to consider measures for integrating migrants and refugees across the entire European Union in order to optimize pension contributions and secure the actuarial health of European pension systems.

In this theoretical article, authors analyse individual migration decisions, by adding a component linked to the expected old-age pension benefits in sending and receiving countries in two cases: when the pension system rules are known, and when there is a risk of the pension systems reforms. The results indicate that when individuals fail to take future pension wealth into account, they can make sub-optimal migration decisions.
