In response to their growing economic significance, there has been increasing policy interest in harnessing remittances as a resource for macroeconomic and regional development, but few studies give detailed consideration to migrant workers and their families from a development policy perspective. Sri Lanka, a small low-income country, sends large numbers of workers into overseas labor markets. This working paper contributes to the building of a development policy framework by focusing on the main issues which affect remittance flows to households and the expenditure decisions of recipients in Sri Lanka. The study recommends appropriate corrective measures.

Book excerpt: This volume uses recent research from the World Bank to document and analyze the bidirectional relationship between poverty and migration in developing countries. The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.

Book excerpt: Employing a multiscalar approach to migration outcomes, spanning individual households, local communities, the macroeconomy and global patterns of capital accumulation, this book demonstrates how cumulatively causal processes at structural, institutional and agency levels have forged a precariously remittance-dependent economy in Sri Lanka. This book combines historical-structural analysis with qualitative research to contend that remittance inflows have reinforced patterns of uneven development in Sri Lanka. At the heart of this argument is a bold critique of remittance capital that inverts the migration–development nexus which has come to dominate international policymaking, with implications for Sri Lanka and other ‘remittance economies’ throughout the Global South. The author contends that temporary labour migration from Sri Lanka is a process of ‘migration-underdevelopment’, in which remittance inflows – ubiquitously considered a key source of capital for developing economies – are reinforcing of uneven development at multiple scales and produce unsustainable development outcomes. Offering a uniquely systematic critique of remittances as a source of developmental capital for countries of origin, such as Sri Lanka, this book will be of interest to academics in the field of development studies, migration studies and Asian studies.

Across the globe, per capita energy consumption varies by more than tenfold, making poorer households more vulnerable to energy poverty. Therefore, income inequality would be the major impediment to eradicating energy poverty. Income inequality in developing countries is now highly influenced by foreign exchange earnings, particularly migrant remittances. As a result, migrant remittances would be a significant source of reducing income inequality and, thereby, energy poverty. Therefore, this study investigates the impact of migrant remittances on energy poverty and the mediating effect of income inequality on this relationship. The data comprises the three waves of the Sri Lankan Household Income and Expenditure Survey from over 55,000 households. An instrumental variable approach was used to address the endogeneity of remittances, using car ownership as the instrument. The empirical analysis entails two-stage least square (2SLS) and instrumental variable mediation analysis. Our key results suggest that a 10% increase in migrant remittances reduces energy poverty by 0.0034 units, while income inequality significantly mediates this relationship. The findings have significant implications for policymakers and stakeholders interested in reducing income inequality and energy poverty.

The Sri Lankan Central Bank is now debating the following key issues: the developmental impact of remittances; the high transaction costs associated with remittances; and the level of transparency and accountability in the remittance industry, especially the informal remittance sector. This paper highlights the key policy issues associated with each of these aspects of remittances with the objective of improving the public and private infrastructure for current and future flows. Building on recent World Bank research on remittances that prominently features South Asia, it has been prepared in recognition of the development potential of these flows. It discusses some of the key issues relating to the remittance industry in Sri Lanka. This paper complements the existing literature on migrant labor remittances to Sri Lanka and extends that literature by providing specific policy-relevant guidance on short and long-term policies for enhance enhancing the quality and outreach of rural remittance infrastructure. Almost all of these migration flows involve the separation of the migrant from their families whether extended or nuclear. Consequently, transnational families in which one or more members are out of the country for several years are increasingly common in the Asian region. Moreover, there are increasing numbers of migrant families with one or both parents being overseas for work for a significant part of the growing up of their children. In the Asian region, a large proportion of absent mothers are found in countries like the Philippines, Indonesia, and Sri Lanka. While the issue of the families and children left behind by migrant women has been intensively studied from a number of perspectives in the Asian Region, especially in the Philippines, it remains under-researched and indeed little understood in Sri Lanka, which is one of the major suppliers of overseas domestic workers. Currently, the Sri Lankan government faces a dilemma. On one hand, remittances from overseas migrant workers overseas are the second largest source of foreign export earnings, and 60 per cent of this is from the migrants in Middle East countries where the majority of domestic workers are employed. On the other hand, there is a growing concern with the social effects of that movement on the children left behind by migrant women. Some countries in the region have banned the deployment of women migrant workers, but this has simply channelled them into undocumented flows. Although the government of Sri Lanka had several discussions to restrict the migration of females, it was found such a decision would be unworkable. A virtual vacuum of empirical evidence regarding the effects of the absence of mothers on their families and children left behind is recognised. Therefore, by examining how the families and children left behind are influenced by the migration of the "light of the home", this thesis provides valuable information that is urgently required by policy makers. The thesis reports on a field survey of 400 Sri Lankan families where the mother has gone to work in a foreign country as a domestic worker and detailed discussions with key stakeholders in the study area. It examines the effects of the migration of domestic workers on the economic and social situation of their families and children. On one hand, the effects of increased money on the overall economic well-being of their families and the education of children are positive. On the other hand, there are several negative impacts on the behavioural patterns and health of the children left behind and the family as a whole. This study also reports on the arrangements that are made by the migrant women for taking care of the children while they are away and how they maintain intimacy with their families from a distance. Differences in the impacts are investigated between urban, rural, and estate based households as well as according to the demographic and socio-economic characteristics of the migrants. In addition, the thesis discusses the demographic and socio-economic context of Sri Lanka and the improvement in socio-economic levels and international migration patterns of females to provide a comprehensive picture of domestic worker migration. It also develops a theoretical framework of transnational domestic worker migration in Sri Lanka. Finally, it explores some of the policy implications of the findings, and suggests some recommendations in maximising the positive effects and minimising the negative effects of women's migration on families and children. It further argues that there is a need to explore best practice models, which support the families of migrant workers but also facilitate regular intimate contact between migrant and family while gaining economic advantages of migration. There is every indication that migration of this type will continue and indeed increase as the drivers of it are intensifying, and banning the movement of women domestics has been attempted in several Asian contexts with negative results for the women involved.

Officially recorded remittance flows to developing countries exceeded US$125 billion in 2004, making them the second largest source of development finance after foreign direct investment.
