Book excerpt: An effective state is essential to achieving socio-economic and sustainable development. With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Governments, parliaments, citizens, the private sector, NGOs, civil society, international organizations and donors are among the stakeholders interested in better performance. As demands for greater accountability and real results have increased, there is an attendant need for enhanced results-based monitoring and evaluation of policies, programs, and projects. This Handbook provides a comprehensive ten-step model that will help guide development practitioners through the process of designing and building a results-based monitoring and evaluation system. These steps begin with a OC Readiness AssessmentOCO and take the practitioner through the design, management, and importantly, the sustainability of such systems. The Handbook describes each step in detail, the tasks needed to complete each one, and the tools available to help along the way."

Book excerpt: Many coastal fisheries are poorly managed and overexploited, resulting in suboptimal yields and lost revenue, and damage to other species and habitats. The Coastal Fisheries Initiative (CFI) is a global effort between FAO and other development partners to address these issues in a holistic and integrated way. It aims to work at a practical level with selected fisheries and to facilitate a global exchange of experience and learning. The CFI comprises subsidiary regional projects in Indonesia, Latin America and West Africa, a sustainable investment support project, and a global partnership and coordination project. The mid-term evaluation of the global coordination project found that, while the initiative is extremely relevant, it has so far had limited impact of a strengthened global partnership. The evaluation recommended greater coordination between the subsidiary projects, a strengthened reporting structure and a project extension of up to two years.

Book excerpt: Coastal fisheries in West Africa are essential for providing food and employment, supporting the livelihoods of men and women and generating income. The overall objective of the project “Delivering sustainable environmental, social and economic benefits in West Africa through good governance, correct incentives and innovation” is to strengthen governance, management and value chains through the implementation of an ecosystem approach to fisheries, relevant international tools and innovative governance partnerships in Cabo Verde, Ivory Coast and Senegal. Overall, the evaluation rated the project as “relatively satisfactory". The evaluation recommended certain improvements, particularly concerning the recruitment strategy and organization of personnel, co-financing, the results framework and monitoring of activities.

Book excerpt: The mid-term evaluation of the project "Mainstreaming sustainable land development and management” was executed by the Guyana Land Survey Commission (GLSC), implemented by FAO and funded by the Guyana Reducing Emissions from Deforestation and Degradation (REDD+) Investment Fund (GRIF). Overall project effectiveness and efficiency is low: implementation is slow and few outputs and outcomes have been achieved. The main reasons are the poor communication and collaboration between GLSC and FAO, and insufficient delivery of their roles and responsibilities. Recently, improved communication between GLSC and FAO has generated better collaboration. The evaluation made a series of recommendations to improve project delivery during the remainder of the implementation period.

Book excerpt: The Antarctic's unique environment and position on the globe make it a prime location to gain insights into how Earth and the universe operate. This report assesses National Science Foundation (NSF) progress in addressing three priority research areas identified in a 2015 National Academies report: (1) understanding the linkages between ice sheets and sea-level rise, including both a focus on current rates of ice sheet change and studies of past major ice sheet retreat episodes; (2) understanding biological adaptations to the extreme and changing Antarctic environment; and (3) establishing a next-generation cosmic microwave background (CMB) program, partly located in Antarctica, to study the origins of the universe. NSF has made important progress understanding the impacts of current ice sheet change, particularly through studies focused on the ice sheet and ocean interactions driving ongoing ice mass loss at the Thwaites Glacier and Amundsen Sea region in West Antarctica. Less progress has been made on studies of past major ice sheet retreat episodes. Progress is also strong on CMB research to understand the origins of the universe. Progress has lagged on understanding biological adaptations, in part because of limited community organization and collaboration toward the priority. To accelerate progress during the second half of the initiative, NSF could issue specific calls for proposals, develop strategies to foster collaborations and partnerships, and commission a transparent review of logistical capacity to help illuminate strategies and priorities for addressing resource constraints. Such efforts would also help optimize science and proposal development in an environment of inherently constrained logistics.

This book was released on 2023-09-12 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: Mozambique is a low income country, with almost 70 percent of the population living in rural areas. Farmers suffer from lack of access to technology and qualified technical services. The country is also extremely vulnerable to increasingly prevalent natural phenomena, such as cyclones Dineo, Idai and Kenneth, which destroyed crops and agricultural infrastructure between 2017 and 2019. The country faces challenges in implementing regulatory instruments for the integration of practices climate change adaptation (CCA) in the agricultural sector. The Government of Mozambique, the Food and Agriculture Organization of the United Nations (FAO) and the Global Environment Facility (GEF) have joined efforts to increase the capacity of Mozambique's agricultural and pastoral sectors to deal with climate change. The project generated relevant results, including the incorporation of specific actions for CCA in strategic plans at ministerial level and in Economic and Social Plans and District Budgets (PESOD); the preparation of Mozambique's nationally determined contribution (NDC); the creation of local and community plans to adapt to climate change; the installation of 11 agrometeorological stations and greater financial autonomy for beneficiary women. The evaluation recommended that FAO support the government to ensure the integration of CCA into key policy documents and the integration of the Farmer Field Schools (FFS) into future rural development programmes, including the new Sustenta Programme, and that, in future programmes, FAO will focus on developing value chains and promoting farmers' access to markets.
