While most studies of gender responsive budgeting work so far have examined the expenditure side of the budget, the revenue side is equally important. In this Economic Paper, Nite Tanzarn looks at the revenue and tax system in Uganda, a country that has moved from analysis to action in gender responsive budgeting. This case study will show policy-makers in ministries of finance worldwide how government revenue collection practices affect men and women differently, and how to build an awareness of gender into financial policy.

Book excerpt: This paper is addressed to a broad audience of development professionals who are interested in both the substance of decentralisation issues and their impact on economic development. The paper summarises experience with alternative decentralisation arrangements and suggests a new analytical framework for assessing the impact of such arrangements on the performance of economic development programmes and projects. Consideration of alternative forms of decentralisation reveals the need to clarify and establish priorities among economic and political objectives. The potential for conflict among multiple objectives and the need to assess decentralisation policies in terms of acceptable trade-offs among those objectives summarises the importance of this paper.

Book excerpt: Although 'doing good' is our innate nature, we often get lost in the complexities and view goodness as a distant dream. Making this dream of goodness a reality is often thwarted by thoughts surrounding sustainability. Thus, all good initiatives require a focus on sustainability and this has become one of greatest and most formidable challenges faced by any social enterprise. The book documents the understanding of the sustainability of one of the most celebrated forms of social enterprise of our times — Microfinance Institutions (MFIs) gained through a mixed-methods research investigation. It attempts to answer pertinent questions such as: What are the determinant and discriminating factors for the sustainability of MFIs in India? How are these factors being managed by the operationally efficient Indian MFIs that remained sustainable at reasonable interest rates before the onset of the crisis and ceilings imposition in Indian microfinance markets? What does the Indian microfinance crisis teach us about sustainability management and mismanagement? In a nutshell, the answers show that sustainability is a strategic issue that needs managerial attention and not a matter to be left to serendipity. At a time when the industry is recovering from the adverse effects of a crisis and when there are still contentions as to whether the rate fixed by the regulator is enough for the sustenance of the MFIs, the findings mentioned in the book revive the lost hope for the Indian microfinance industry. By deciphering the strategies used by efficient and sustainable MFIs and discussing the lessons that the crisis has imparted to the Indian microfinance markets, this book will enable Indian MFIs to march towards efficient and sustainable operations without losing focus on their clients.

Available in PDF, EPUB and Kindle. Book excerpt: Since its modest beginning in the 1970s, the academic and research focus on energy has grown substantially and energy has established itself as an independent, interdisciplinary subject area. It attracts attention from people in a range of different fields including engineers, scientists, geologists, environmentalists, bankers, investors, policy makers and politicians. Energy Economics introduces the basic concepts of energy economics and explains how simple economic tools can be used to analyse contemporary energy issues. Energy Economics is organised into six parts that give the reader a thorough grounding in various key aspects of the subject: basic demand-related concepts and ideas used in energy economics; supply-side economics; energy markets, with specific emphasis on oil, gas and coal; the application of simple economic principles in analysing contemporary energy issues; environmental aspects of energy use; and regulatory and governance issues. Energy Economics is an easily accessible reference book for students of energy economics at the postgraduate level, as well as for a wider interdisciplinary audience. It provides readers with the skills required to understand and analyse complex energy issues from an economic perspective.

This book was released on 2013-08-22 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: Institutional diversity serves as one of the fundamental hallmarks of American higher education. After a long history of support for many institutional types, the past 40 years have seen a decline in institutional variety. Through a discussion of history, theoretical contexts, and causes of homogenization, this monograph examines how higher education policymakers and leaders can strengthen institutional mission and preserve the benefits of institutional diversity. Higher education needs to serve a variety of functions for students, from liberal arts education to vocational training programs. No single institution or institutional type can adequately fulfill all of these roles, and this monograph considers the rewards and challenges of maintaining a healthy, beneficial diversity. It also covers the roles, purposes, trials, and benefits of institutional diversity. It provides practical examples and theoretical perspectives useful in understanding the complexities of higher education systems and the external pressures faced by colleges and universities that challenge institutional mission and threaten institutional diversity and its well-established benefits for students and society. This is the third issue of the 39th volume of the Jossey-Bass series ASHE Higher Education Report. Each monograph is the definitive analysis of a tough higher education issue, based on thorough research of pertinent literature and institutional experiences. Topics are identified by a national survey. Noted practitioners and scholars are then commissioned to write the reports, with experts providing critical reviews of each manuscript before publication.

Book excerpt: This book shares experiences and knowledge on climate change impacts and adaptation, risk reduction strategies, communities’ responses, and best practices from different landscapes of India. It provides insights into climate change risk reduction in trans-disciplinary frameworks. The findings and discussions put forward in the chapters, largely based on micro-level case studies, provide an in-depth understanding of interactions among ecology, society, and economy under different conditions of changing climate. It contains critical discussion on both existing and required actions as adjustments to climate change impacts by different actors at diverse scales and contexts. The recommendations will be beneficial in climate change adaptation planning for India and other developing countries, where a large portion of the population directly depends on climate-sensitive sectors. The content of the book is interdisciplinary and it will be beneficial for scholars and practitioners from natural science, social science, policy, and governance across the continents.
