[...] Según el Plan Nacional de Desarrollo, de seis años de duración, el gobierno se compromete a combatir la violencia contra las mujeres a través de la aplicación de la Ley General de 2007 a fin de cumplir con sus obligaciones internacionales en materia de derechos humanos.22 Dado que la Ley General de 2007 no delimita claramente las responsabilidades y las líneas de rendición de cuentas de los muchos. [...] Con el objeto de evaluar de un modo independiente la implementación de la nueva legislación y hacer un seguimiento de la respuesta de las autoridades a los asesinatos de mujeres en todo el país, las organizaciones de mujeres han establecido un mecanismo de vigilancia formado por representantes de la sociedad civil de al menos 17 estados diferentes: el Observatorio Ciudadano del Feminicidio.
