[...] Según el Plan Nacional de Desarrollo, de seis años de duración, el gobierno se compromete a combatir la violencia contra las mujeres a través de la aplicación de la Ley General de 2007 a fin de cumplir con sus obligaciones internacionales en materia de derechos humanos.22 Dado que la Ley General de 2007 no delimita claramente las responsabilidades y las líneas de rendición de cuentas de los muchos. [...] Con el objeto de evaluar de un modo independiente la implementación de la nueva legislación y hacer un seguimiento de la respuesta de las autoridades a los asesinatos de mujeres en todo el país, las organizaciones de mujeres han establecido un mecanismo de vigilancia formado por representantes de la sociedad civil de al menos 17 estados diferentes: el Observatorio Ciudadano del Feminicidio. [...] Sin embargo, en general no han abordado el problema de la impunidad de los responsables de la violencia contra las mujeres ni la efectividad de las instituciones encargadas de las investigaciones y de garantizar el acceso a la protección y a la justicia. [...] Representantes de la Procuraduría General de Justicia de los estados adujeron que la emisión de órdenes de protección o alejamiento correspondía a los tribunales y que no se podían tomar medidas hasta que se hubiese demostrado la comisión de un delito, pese a que la legislación de la mayoría de los estados reconoce la autoridad del agente del Ministerio Público para solicitar órdenes de protección.

Caught between government forces and organized crime cartels, the Mexican people have suffered as atrocities and impunity reign. Based on three years of research, over 100 interviews, and previously unreleased government documents, this report finds a reasonable basis to believe that government forces and members of criminal cartels have perpetrated crimes against humanity in Mexico. The report comprehensively examines why there has been so little justice for atrocity crimes, and finds the main answers in political obstruction. Given the lack of political will to end impunity, new approaches must be taken.
