Caught in the middle of this debate, forest inhabitants of the developing world struggle to balance the extraction of precarious livelihoods from forests while responding to increasing pressures from national governments, international institutions, and their own perceptions of environmental decline to protect biodiversity, restore forests, and mitigate climate change. Mexico presents a unique case in which much of the nation’s forests were placed as commons in the hands of communities, who, with state support and their own entrepreneurial vigor, created community forest enterprises (CFEs). David Barton Bray, who has spent more than thirty years engaged with and researching Mexican community forestry, shows that this reform has transformed forest management in that country at a scale and level of maturity unmatched anywhere else in the world. For decades Mexico has been conducting a de facto large-scale experiment in the design of a national social-ecological system (SES) focused on community forests. Yet this success story is not widely known, even in Mexico, despite the fact that communities around the globe are increasingly involved in managing their own forest resources. To assess the achievements and shortcomings of Mexico's community forest management programs and to offer approaches that can be applied in other parts of the world, this book collects fourteen articles that explore community forest management from historical, policy, economic, ecological, sociological, and political perspectives. The contributors to this book are established researchers in the field, as well as many of the important actors in Mexico's nongovernmental organization sector. Some articles are case studies of community forest management programs in the states of Michoacán, Oaxaca, Durango, Quintana Roo, and Guerrero. Focusing on specific commodity chains and the changes to production and marketing under neoliberalism, the contributors highlight the detrimental impacts of policies by telling the stories of those most affected by these changes. Sharing a common theoretical perspective and method throughout the chapters, Neoliberalism and Commodity Production in Mexico is a multi-sited ethnography that makes a significant contribution to studies of neoliberal ideology in practice.

Book excerpt: Since 2009, CIFOR has conducted a multi-donor funded Global Comparative Study on REDD+ (GCS-REDD+) in 10 countries (Indonesia, Brazil, Bolivia, Cameroon, Peru, Tanzania, Vietnam, DR Congo, Nepal and Mexico). The project began as a four-year global research study on first-generation REDD+ demonstration and readiness activities and has since expanded to address a number of related topics, including multilevel governance in REDD+ benefit sharing and land use decisions. REDD+ is a multilevel process, and issues of scale, power and politics apply to both land use decisions and the institutions set up as part of REDD+ and other initiatives aimed at improving landscape governance. The nature and extent of multilevel communication and coordination influence the legitimacy of the institutions and processes established. It is thus necessary to analyze the political and economic challenges and opportunities behind technical processes such as Monitoring, Reporting and Verification (MRV) systems. This occasional paper focuses on Mexico’s approach to REDD+ MRV and the interplay between national and state levels. It aims to increase understanding about the interests and levels of understanding of the different actors involved in REDD+ MRV, why their visions vary, how coordination functions across actors and scales and the underlying factors that affect it. The paper identifies challenges and opportunities and provides insights on how the process can be improved to create a multilevel REDD+ MRV system that responds to the different needs and interests of national, state and local actors. The lessons from Mexico are also relevant for other countries engaged in this process.

It advocates the use of the concept of optimal mix of markets and policies as an approach to view the appropriate and operational roles of market and government in dealing with forestry issues. It does not offer a list of policy recommendations to be used as a general tool to combat the threats facing the world's forests. Obviously, the optimal mix of markets and policies must depend on the varying national and local conditions and, more specifically, on the level of development. The contents of this volume are organized in five Parts. Part I, Editorial Perspectives, briefly reviews the outline of the book and analyses the balanced use of markets and policies to support world forests towards sustainable forest management. Part II reviews changes and trends in society and environment outside the forest sector. After all, the evolution of forestry and forest industries is more dependent on these external changes than on changes internal to the sector. Two important aspects that may strongly affect the future of the forest sector are covered: the potential of wood biomass in replacing oil and the global freshwater outlook. Part III focuses on the importance of forests and is primarily aimed at those outside the forest sector. Current innovations in information technology and the fast removal of government regulations have enabled forest industry corporations to invest on a larger scale in optimal locations worldwide. The rapid expansion of forest plantations in the South is a response not only to globalization but also to the expanding conservation pressures in the North. Part IV is the global forum that introduces a few topical forest sector issues affecting the world as a whole. However, these tend to be very complex and can rarely be adequately covered from a single perspective. Therefore, discussants were invited to bring up additional points of view. Forests have great potential in the control of climate change. This is analyzed through both the increased use of wood for energy and the possible forestry investments by Northern nations in the South to cope with the requirements of the Kyoto Protocol. The interlinkages of forests and water are also highlighted. Part V is entitled Regional Forum. Its purpose is to analyze globally relevant continental issues. Interregional studies are followed by articles focusing on Latin America, Africa, Asia and the Pacific, North America, Europe, and the Russian Federation. The role of the G8 economic powers in the development of the world's forests is studied from the days of imperialism to the current Action Programme on Forests, and the implementation of the programme is followed up. A number of comparative analyses of countries are presented. The impacts of globalization on the forest sector in the Russian Far East and reforms in support of sustainable forest management in Russia are the two final themes of the book.

Greater knowledge and transparency are often promoted as the keys to solving a wide array of governance problems. In Instituting Nature, Andrew Mathews describes Mexico's efforts over the past hundred years to manage its forests through forestry science and biodiversity conservation. He shows that transparent knowledge was produced not by official declarations or scientists' expertise but by encounters between the relatively weak forestry bureaucracy and the indigenous people who manage and own the pine forests of Mexico. Mathews charts the performances, collusions, complicities, and evasions that characterize the forestry bureaucracy. He shows that the authority of forestry officials is undermined by the tension between local realities and national policy; officials must juggle sweeping knowledge claims and mundane concealments, ambitious regulations and routine rule breaking. Moving from government offices in Mexico City to forests in the state of Oaxaca, Mathews describes how the science of forestry and bureaucratic practices came to Oaxaca in the 1930s and how local environmental and political contexts set the stage for local resistance. He tells how the indigenous Zapotec people learned the theory and practice of industrial forestry as employees and then put these skills to use when they become the owners and managers of the area's pine forests—eventually incorporating forestry into their successful claims for autonomy from the state. Despite the apparently small scale and local contexts of this balancing act between the power of forestry regulations and the resistance of indigenous communities, Mathews shows that it has large implications—for how we understand the modern state, scientific knowledge, and power and for the global carbon markets for which Mexican forests might become valuable.

There are now more than 20 cities with a population of over 10 million inhabitants, compared to less than 5 about 50 years ago. This tendency toward urbanization is expected to continue, particularly in the developing world. A consequence of this growing trend is that millions of people are being exposed to harmful levels of urban air pollutants caused mainly by emissions from motor vehicles and from industrial and domestic activities involving the combustion of fossil fuels. The driving force for the design and implementation of emission control strate gies aimed at improving air quality has been the protection of the health of the population in urban centers. There are, however, other consequences of the pres ence of air pollutants besides the direct effect on human health. Reduced visibil ity, damage to monuments and buildings, and many other such consequences indirectly affect our quality of life. Another set of consequences involves damage to ecological systems. In fact, the nature of "photochemical smog" was first uncovered in the 1950s in connection with observations of its harmful effects on crops and plants in the vicinity of Los Angeles.
