Available in PDF, EPUB and Kindle. Book excerpt: Planning at a metropolitan scale is important for effective management of urban growth, transportation systems, air quality, and watershed and green-spaces. It is fundamental to efforts to promote social justice and equity. Best Practices in Metropolitan Transportation Planning shows how the most innovative metropolitan planning organizations (MPOs) in the United States are addressing these issues using their mandates to improve transportation networks while pursuing emerging sustainability goals at the same time. As both a policy analysis and a practical how-to guide, this book presents cutting-edge original research on the role accessibility plays - and should play - in transportation planning, tracks how existing plans have sought to balance competing priorities using scenario planning and other strategies, assesses the results of various efforts to reduce automobile dependence in cities, and explains how to make planning documents more powerful and effective. In highlighting the most innovative practices implemented by MPOs, regional planning councils, city and county planning departments and state departments of transportation, this book aims to influence other planning organizations, as well as influence federal and state policy discussions and legislation.

Book excerpt: The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) have prepared this guide for transportation professionals, elected officials, and policymakers, as well as community and business interests, who want to understand and participate in the transportation planning and decisionmaking process. It has two objectives: first, to provide a framework for linking the various elements of ISTEA's transportation planning process together in a comprehensive manner; and second, to provide information, suggestions, and examples of ways to carry out the metropolitan planning process. Part One describes the changes Congress and the President envisioned in the transportation planning and investment process when they enacted ISTEA. Part Two discusses the products of the transportation planning process: the transportation plan and the Transportation Improvement Program (TIP). Part Three describes the elements of transportation planning and how metropolitan areas can use them to develop transportation plans and TIPs that meet their needs and the expectations of the Federal Government. Part Four provides a reference guide to Federal regulations, guidance, and other useful information that have been published on ISTEA and the planning process.

Book excerpt: This dissertation focuses on the integrated health impact assessment (HIA) of regional sustainable transportation strategies at a fine spatial scale, examining the spatial and demographic variations in public health changes. The sustainable transportation strategies, e.g. promotion of active travel (walking and bicycling), can improve public health through increases in physical activity at the population level. At the same time, changes in active travel impact the risk of traffic injury or increase exposure to air pollution. Therefore, it is critical to assess the comprehensive health impacts of transportation plans. This study enhances the existing HIA tools by providing spatial disaggregated estimates of the public health changes expected to result from plan implementation through three transportation-health exposure pathways: physical activity, traffic injury, and air quality. Integrating with a local activity-based model (ABM), the study applies the individual level trip information to report disaggregated results from physical activity and traffic injury based on a real-world implementation. The implementation is developed for the City of Sacramento, California under its 2016 Metropolitan Transportation Plan/Sustainable Communities Strategy (2016 MTP/SCS). Air quality is quantified by a project- level modeling framework, including the well-calibrated emission model MOVES and air dispersion model AERMOD. Human exposure levels to vehicular pollutants are estimated based on the resulting air pollution concentration and dynamic population activity pattern obtained from local ABM at a highly resolved spatial and temporal scale. This study presents the health equity analysis to report demographically explicit (i.e. race/ethnicity and household income) results from the implementation of 2016 MTP/SCS. This demographical disaggregation is helpful because travel behavior and health outcomes are affected by race/ethnicity and its correlates (e.g. residential location) and planning agencies are required to ensure that their policies and projects are nondiscriminatory. The results demonstrate that the fundamental insights of the application can be applied to different racial and ethnic groups, providing decision makers with the information needed to target interventions to achieve outcomes for disadvantaged populations.

Book excerpt: Los Angeles County Metropolitan Transportation Authority (Metro) is developing a world-class rail system with stations that will be a short distance (three miles or less) from the homes of 7.8 million Los Angeles County residents. Over time, this number will continue to grow as cities modify their land-use plans to provide more housing and jobs near stations, consistent with market demand and regional goals for more sustainable communities. These planning guidelines outline a specific infrastructure improvement strategy designed to facilitate easy, safe, and efficient access to the Metro system. They introduce a concept herein referred to as ‘the Pathway’, and provide direction on the layout of transit access networks and components within Metro Rail and fixed route Bus Rapid Transit (BRT) station areas. They serve as a resource for Metro and the many public and private organizations throughout the region working to update programs, land-use plans, planning guidelines, business models, entitlement processes, and other tools that take advantage of LA County’s significant investment in the public transportation network.

Book excerpt: The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) developed a framework for more productive and safer transportation systems, friendly to both the environment and communities. This booklet offers a glimpse into the experience of the past five years and describes the progress that has been achieved since ISTEA was adopted. It is a review of transportation planning progress to date based on information collected from state and metropolitan agencies across the country. Examples of these advances range from widespread incorporation of improved financial planning in long-range plans and short-range investment programs, to strategic initiatives for engaging citizens in the planning process, and to fuller integration of air quality improvement as a goal of transportation planning. This review identifies and discusses four major categories of results: improved investment decisions; working to improve environmental quality; indispensable partnerships; and service to communities.
