Available in PDF, EPUB and Kindle. Book excerpt: Metropolitan government and metropolitan governance have been ongoing issues for more than sixty years in the United States. Based on an extensive survey and a review of existing literature, this book offers a comprehensive overview of these debates. It discusses how the centrifugal forces in local government, and in particular local government autonomy, have produced a highly fragmented governmental landscape throughout America. It argues that in order for 'governance' to occur in metropolitan areas (or anywhere else, for that matter), there has to be some form of an actual governmental institution that possesses the power and ability to compel compliance. Everything else is just some form of cooperation, and while cooperation is not trivial, it does not enable metropolitan areas to address the really tough and controversial issues that divide rather than unite governments in those areas. The book examines the principal factors that prevent the development of either metropolitan government or metropolitan governance in the USA. Norris looks at several examples where some form of metropolitan government or governance can be said to exist, from voluntary cooperation (the weakest) to government (the strongest). He also examines each type of arrangement for its ability to address metropolitan-wide problems and whether each type is or is not in use in the USA. In sum, the book uncovers the extent of metropolitan government and governance, the possibility for its existence, what attempts (if any) have been made in the past, and the problems and issues that have arisen due to the lack of adequate metropolitan governance.

Available in PDF, EPUB and Kindle. Book excerpt: Tokyo is Japan's largest city and its capital. It is also one of the largest cities in the world and a major center of global economic influence. The origins of human settlement in what is today Tokyo are lost in prehistory. The city started out quite modestly as a small castle town of Edo in 1457, then the center of the Tokugawa shogunate from 1603-1868, the rapidly modernizing and Westernizing capital of the nation during the Meiji Period (1868-1912), and the capital of a prosperous nation and growing empire thereafter. Tokyo was utterly devastated during World War II, but this was not the first time Tokyo had to start seemingly from new. Due to many fires and earthquakes, the city has constantly rebuilt itself and today it outdoes all its previous emanations by far. The second edition of the Historical Dictionary of Tokyo is a much-needed reference source on the city. This is done through a chronology, an introductory essay, an extensive bibliography, and over 600 cross-referenced dictionary entries on people, places, events, and other terminology about the city of Tokyo. This book is a must for anyone interested in Japan and Tokyo.

With the evolution of regional spatial structure in China, this book is timely with its analysis on how China can approach current problems in China's regional governance through a holistic collaborative governance mechanism. The book applies the governance theory to the local government in metropolitan areas and explains how this approach may help to equalize regional public resources allocation. The author puts forth a convincing case for the use of holistic collaborative governance to better understand the problems of China's local government in metropolitan areas and to promote regional government collaboration. The book also looks at cross-jurisdiction collaboration organization, collaborative mechanism of local government, private sector and non-governmental organizations in public affairs (environmental protection, transportation, public health, water resources).
