Book excerpt: Radiological Risk Assessment and Environmental Analysis comprehensively explains methods used for estimating risk to people exposed to radioactive materials released to the environment by nuclear facilities or in an emergency such as a nuclear terrorist event. This is the first book that merges the diverse disciplines necessary for estimating where radioactive materials go in the environment and the risk they present to people. It is not only essential to managers and scientists, but is also a teaching text. The chapters are arranged to guide the reader through the risk assessment process, beginning with the source term (where the radioactive material comes from) and ending with the conversion to risk. In addition to presenting mathematical models used in risk assessment, data is included so the reader can perform the calculations. Each chapter also provides examples and working problems. The book will be a critical component of the rebirth of nuclear energy now taking place, as well as an essential resource to prepare for and respond to a nuclear emergency.

Book excerpt: The University of California Contract And DOE Order 5480.10 require that Los Alamos National Laboratory (LANL) perform health hazard assessments/inventories of all employee workplaces. In response to this LANL has developed the Chemical Exposure Assessment Program. This program provides a systematic risk-based approach to anticipation, recognition, evaluation and control of chemical workplace exposures. Program implementation focuses resources on exposures with the highest risks for causing adverse health effects. Implementation guidance includes procedures for basic characterization, qualitative risk assessment, quantitative validation, and recommendations and reevaluation. Each component of the program is described. It is shown how a systematic method of assessment improves documentation, retrieval, and use of generated exposure information.

Book excerpt: The RACER (Risk Analysis, Communication, Evaluation, and Reduction) project was created in 2003, as an effort to enhance the Los Alamos National Laboratory's ability to effectively communicate the data and processes used to evaluate environmental risks to the public and the environment. The RACER project staff consists of members of Risk Assessment Corporation, Los Alamos National Laboratory (LANL), and the New Mexico Environment Department (NMED). RACER staff worked closely with members of the community, tribal governments, and others within NMED and LANL to create innovative tools and a process that could provide information to regulators, LANL and the community about the sources of public health risk and ecological impact from LAN L operations. The RACER Data Analysis Tool (DA T) provides the public with webbased access to environmental measurement data collected in and around the LANL site. Its purpose is to provide a 'transparent' view to the public of all data collected by LANL and NMED regarding the LANL site. The DAT is available to the public at 'www.racernm.com'.

Available in PDF, EPUB and Kindle. Book excerpt: Risk management activities, such as prioritizing risk-reducing projects, often are commissioned for facilities as special tasks supported by special task forces and conducted independently of other on-going risk assessment and risk management activities. Many DOE facilities have completed hazard analyses (HAs) as part of their efforts to upgrade their SARs to meet the new DOE standard that was issued in 1994. Although a complete SAR would contain more resource allocation information than the HA, the HA usually is completed before the SAR. This paper describes how SAR results, and particularly HA results, can be used directly to support managers' risk-based prioritization of project funding. This can reduce the time to conduct prioritization modeling, increase the quality of the results, and, perhaps most importantly, integrate the results into the on-going risk management activities of the site.

Book excerpt: A previous report, {open_quotes}Analysis of LANL Options for Processing Plutonium Legacy Materials, {close_quotes} LA-UR-95-4301, summarized the development of a risk-based prioritization methodology for the Los Alamos National Laboratory (LANL) Plutonium Facility at Technical Area-55 (TA-55). The methodology described in that report was developed not only to assist processing personnel in prioritizing the remediation of legacy materials but also to evaluate the risk impacts of schedule modifications and changes. Several key activities were undertaken in the development of that methodology. The most notable was that the risk assessments were based on statistically developed data from sampling containers in the vault and evaluating their condition; the data from the vault sampling programs were used as the basis for risk estimates. Also, the time-dependent behavior of the legacy materials was explicitly modeled and included in the risk analysis. The results indicated that significant reductions in program risk can be achieved by proper prioritization of the materials for processing.

Book excerpt: Los Alamos National Laboratory has risk management programs at a number of administrative levels. Each line organization has responsibility for risk management for routine operations. The Facility Risk Management group (HS-3) is the Los Alamos organization with the primary responsibility for risk management including providing input and expertise to facilities and line managers in the management and documentation of ES & H hazards and risks associated with existing and new activities. One of the major contributions this group has made to laboratory risk management program is to develop and implement a hazard identification and classification methodology that is readily adaptable to continuously changing classification guidelines such as DOE-STD-1027. The increased emphasis on safety at Los Alamos has led to the formation of additional safety oversight organization such as the Integration and Coordination Office (ICO), which is responsible for prioritization of risk management activities. In the fall of 1991, nearly 170 DOE inspectors spent 6 weeks analyzing the environmental, safety, and health activities at Los Alamos. The result of this audit was a list of over 1000 findings, each indicating some deficiency in current Laboratory operations relative to DOE and other government regulation. The audit team's findings were consolidated and ''action plans'' were developed to address the findings. This resulted in over 200 action plans with a total estimated cost of almost $1 billion. The Laboratory adopted a risk-based prioritization process to attempt to achieve as much risk reduction as possible with the available resources. This paper describes the risk based prioritization model that was developed.

Book excerpt: Environmental justice is the concept that minority and low-income individuals, communities and populations should not be disproportionately exposed to environmental hazards, and that they should share fully in making the decisions that affect their environment. This volume examines the sources of environmental justice law and how evolving regulations and court decisions impact projects around the country.

Book excerpt: A critical component of any ecological risk assessment is the specification of the assessment endpoints. However, selecting assessment endpoints for risk assessment is often a formidable task, particularly for sites with extensive and diverse ecological resources, such as those found at Los Alamos National Laboratory. The General Assessment Endpoint (GAE) process provides a comprehensive, systematic and defensible basis for reaching consensus with regulators and other stakeholders on the assessment endpoints for ecological risk assessments. This paper provides an overview of the GAE process and reports on a pilot project to implement the process for the Pajarito Plateau ecosystem, the ecosystem potentially affected by the Laboratory's legacy hazardous waste.
