Book excerpt: This title was first published in 2000: This text aims to be essential reading for anyone who wishes to understand the microeconomic foundations behind the Latin American export boom, the ways in which government policies affecting exports may retard or promote economic growth, and the future prospects of the proposed Free Trade Association of the Americas. The authors conduct an econometric analysis which uses measures of export diversification, structural change in exports, and exports similarity which provide a basis for region-wide comparisons. The cases of Chile, Colombia, Mexico and Venezuela are analyzed in particular detail. Cross-country analysis focuses on the potential role of export diversification in promoting economic growth, in the context of other important determinants of growth.

Book excerpt: The electronic invoicing (EI) of taxes is one of Latin America’s contributions to international taxation in support of the fight against evasion, global efforts towards tax transparency, and the digitization of tax administrations (TAs). Initially, EI was conceived as an instrument of documentary control over the invoicing process, so as to avert both the omission of sales and the inclusion of false purchases. The original idea was extended to other areas of tax control, such as payroll, goods in transit, and new services such as factoring. To some extent, EI can be regarded as the start of the process of digitizing the TAs in the broad sense. This publication addresses the pioneering experience of EI in Latin America, from its implementation to its extensions and impact on tax collection.

Available in PDF, EPUB and Kindle. Book excerpt: Does what economies export matter for development? If so, can industrial policies improve on the export basket generated by the market? This book approaches these questions from a variety of conceptual and policy viewpoints. Reviewing the theoretical arguments in favor of industrial policies, the authors first ask whether existing indicators allow policy makers to identify growth-promoting sectors with confidence. To this end, they assess, and ultimately cast doubt upon, the reliability of many popular indicators advocated by proponents of industrial policy. Second, and central to their critique, the authors document extraordinary differences in the performance of countries exporting seemingly identical products, be they natural resources or 'high-tech' goods. Further, they argue that globalization has so fragmented the production process that even talking about exported goods as opposed to tasks may be misleading. Reviewing evidence from history and from around the world, the authors conclude that policy makers should focus less on what is produced, and more on how it is produced. They analyze alternative approaches to picking winners but conclude by favoring 'horizontal-ish' policies--for instance, those that build human capital or foment innovation in existing and future products—that only incidentally favor some sectors over others.

Book excerpt: The countries of Latin America are plagued by poverty, high rates of population growth and unemployment, low growth in their gross national product, low rates of industrialization, high dependencee on agriculture, and uneven income distribution. Low income and growth reflect structural weaknesses which will prevent more rapid economic development if major changes are not made. The real problem for policy makers is how to combine overall economic growth with a more equitable distribution of income and assistance. This volume examines current issues and trends, methods, strategies, and policies for modernization in Latin America.

However, the region's exports to Asia remain concentrated in few commodities involved a small number of large firms. This book explores the present and future scope for the participation of small and medium-sized enterprises (SMEs) in biregional trade and value chains and the measures that can be taken to make those chains more inclusive and sustainable. It encourages governments in Latin America to improve the business environment in order to encourage multinational firms to invest, upgrade and innovate in the region.
