Literature in econometrics, business forecasting, regional economic forecasting, spatial econometrics, and spatial time series analysis suggests that the issue is far from settled at either the theoretical or empirical levels. Univariate time series analysis is used to generate both state-level and sub-state regional forecasts of monthly total employment in the State of Idaho and its economic sub-regions. All spatial aggregation methods provide accurate forecasts, but direct state-level forecasts, and disaggregation of state-level forecasts to the sub-state level are slightly more accurate than more directly disaggregated approaches. As state-level data are often subject to less measurement error, and are also more complete and timely, this result should be encouraging to regional forecasting practitioners.

Book excerpt: This research project has developed out of the desire to empirically test and evaluate the technique of shift/share analysis as applied to employment forecasting. Shifts in economic growth and more recently, the fast growth patterns on the West Coast have required the development of analytical techniques to forecast regional employment growth. Several methodologies have been applied to this problem including: regression analysis and trend extrapolation, economic base studies, and shift/share analysis.

Book excerpt: Detailed industry-occupation employment forecasts are an important class of regional labor market information produced by the U.S. Bureau of Labor Statistics. In theory, the forecasts should improve the national, interregional, and intertemporal matching efficiency of labor markets. But the efficiency argument is dependent on the quality of the forecasts. The methodology used to produce the projections is still fundamentally a demand-requirements approach that implicitly assumes that labor supply is infinitely elastic for every occupation. This paper examines the validity of that assumption and evaluates a demographically based labor supply module as an adjunct to the current methodology.

Book excerpt: Econometric Analysis of Regional Systems: Explorations in Model Building and Policy Analysis provides information pertinent to the use of regional econometric models for forecasting and policy analysis. This book presents macroeconomic forecasting for metropolitan regions. Organized into five chapters, this book begins with an overview of the problem of forecasting regional economic activity. This text then analyzes the principal types, economic base, input–output, and econometric of the regional economic models. Other chapters consider a large-scale econometric model for the Philadelphia region based on time series data to make forecasts for output, employment, prices, wages, income, economic activity, and other economic aggregates. This book discusses as well the types of forecasting models used in regional analysis. The final chapter deals with econometric techniques to bear on the problem of regional economic forecasting. This book is a valuable resource for economists, local policy makers, and government officials.
