Not long since, in taking up one of the pa pers of the day, my eye fell upon a printed letter which had been addressed to the President of the United States by the head of a ﬂourishing Western university. I read it with attention - an attention probably the more inter ested because the circumstances and the experiences of the writer, as he presented them, exhibited a singular series of resemblances and contrasts with my own. Your correspondent represents himself in that letter to have been, at the opening of the war, in charge of a ﬂour ishing seminary of learning. He saw himself surrounded by several hundred noble-spirited youths whom he loved with a father's affection, and by whom he was loved in return. He saw them suddenly inspired with the martialspirit. He could hardly restrain them from rushing in a body to the field. He saw them organized into a battal ion and subjected to military drill. He saw some, impa tient of delay, enlisting in the earliest levies, and fighting on the disastrous day of Bull Run. He has since seen many scattered over all the wide arena of conﬂict, pour ing out their lives for their country, or captured and languishing in Southern prisons, or swept off by disease in unwholesome camps, or stretched on beds of suffering in the homes to which they have returned to die. Efficiency and economy in the Government service have been demanded with increasing insistence for a generation. Real economy is the result of efficient organization. By perfecting the organization the same benefits may be obtained at less expense. A reduction in the total of the annual appropriations is not in itself a proof of economy, since it is often accompanied by a decrease in efficiency. The needs of the Nation may demand a large increase of expenditure, yet to keep the total appropriations within the expected revenue is necessary to the maintenance of public credit. Upon the President must rest a large share of the responsibility for the demands made upon the Treasury for the current administration of the executive branch of the Government Upon the Congress must rest responsibility for those grants of public funds which arc made for other purposes. REASON FOR THE INQUIRY. Recognizing my share of responsibility for efficient and economical administration, I have endeavored during the past two years, with the assistance of heads of departments, to secure the best results. As one of the means to this end I requested a grant from Congress to make my efforts more effective. An appropriation of $100,000 was made June 25, 1910, "to enable the President to inquire into the methods of transacting the public business of the executive departments and other Government establishments and to recommend to Congress such legislation as may be necessary to carry into effect changes found to be desirable that can not be accomplished by Executive action alone." Book excerpt: Excerpt from Message From the President of the United States, Transmitting Certain Papers Relating to the Compact Between the U. States and the State of Georgia of 1802, &C: April 2, 1824 I transmit to Congress certain papers enumerated in a report from the Secretary of War, relating to the compact between the United States and the state of Georgia, entered into in 1802, where by the latter ceded to the former a portion of the territory then within its limits, on the conditions therein specified. By the 4th ar ticle of that compact, it was stipulated that the United States should, at their own expense, extinguish, for the use of Georgia, the Indian title to all the lands within the state, as soon as it might be done peaceably and on reasonable conditions. These papers shew the measures adopted by the Executive of the United States, in fulfil ment of the several conditions of the compact, from its date to the present time, and particularly the negotiations and treaties with the Indian tribes for the extinguishment of their title, with an estimate of the number of acres purchased, and sums paid for the lands they acquired. They show, also, the state in which this interesting con cern now rests with the Cherokees, one of the tribes Within the state, and the inability of the Executive to make any further movement with this tribe, without the special sanction of Congress.
