Merchants of Labor examines the businesses that move low-skilled workers over national borders, asking how much they collect from migrant workers and what can be done to reduce worker-paid migration costs. For-profit recruiters are likely to be an enduring feature of international labor migration, which makes developing tools to improve the management of their activities ever more crucial. The UN recognized in the Sustainable Development Goals for 2030 the need to measure what workers pay to get jobs in other countries with the goal of reducing worker-paid costs so that workers and their families can benefit more from international labor migration. Using cost data from over 3,000 workers, Merchants of Labor examines the often murky world of labor brokers, travel agents, and others who move low-skilled workers from one country to another in order to explore lower worker-paid migration costs. It explains the three core functions of labor markets— recruitment, remuneration, and retention— and shows how national borders increase recruitment costs. New data on what workers pay to get jobs in other countries are presented, and incentives to complement enforcement are explored as a way to induce recruiters to protect migrant workers.

Book excerpt: Caliphs and Merchants: Cities and Economies of Power in the Near East (700-950) offers fresh perspectives on the origins of the economic success of the early Islamic Caliphate, identifying a number of previously unnoticed or underplayed yet crucial developments, such as the changing conditions of labour, attitudes towards professional associations, and the interplay between the state, Islamic religious institutions, and the economy. Moving beyond the well-studied transition between the death of Justinian in 565 and the Arab-Muslim conquests in the seventh century, the volume focuses on the period between 700 and 950 during which the Islamic world asserted its identity and authority. Whilst the extraordinary prosperity of Near Eastern cities and economies during this time was not unprecedented when one considers the early Imperial Roman world, the aftermath of the Arab-Muslim conquests saw a deep transformation of urban retail and craft which marked a distinct break from the past. It explores the mechanisms effecting these changes, from the increasing involvement of caliphs and their governors in the patronage of urban economies, to the empowerment of enriched entrepreneurial tāğir from the ninth century. Following the work of Franz Borkenau and Jacob Klein in the 1930s, the book describes the rise of the mechanistic world-view as a reification of relations of exchange in the sixteenth and seventeenth centuries. Critical of more orthodox, positivist Marxist accounts of the rise of science, it argues that commercial reckoners, in keeping with the social relations in which their activity took place, delivered a new mathematical object, "general magnitude," to the new mechanics. The book is an historical extension of the sociology of scientific knowledge and develops and refines themes found in the work of Alfred Sohn-Rethel and Gideon Freudenthal.
