Foster care youth often lack the adult support necessary to help them through this difficult transition. An adult mentor has proved to be a stabilizing, normalizing, and protective force in the lives of emancipating young adults. The purpose of this grant proposal was to detail/structure a mentoring program designed for 16- to 21-year-old emancipating foster youth with implementation through the Los Angeles County Department of Children and Family Services. An extensive literature review was performed to investigate the best way to structure/ present this proposal for the ultimate procurement of program funding. A thorough search of potential funders was conducted to locate an appropriate one. The actual submission and/or funding of the grant was not a requirement for the successful completion of this proposal.

A mentor can make a dramatic difference for a child in the foster care system and be a constant for a child who has to experience a great deal of change. Mentoring can help to improve a child's self-esteem and motivation to become more confident in school, relationships, and in many other areas of their lives. There are a limited amount of studies that examine the effects of mentoring foster children and youth. A possible reason for this is all of the permission that needs to be given to researchers in order to collect data on children in social services custody and although it is challenging to obtain the permission it is important to compile more data and do more research on how to help this vulnerable population get the most out of mentoring programs. It is important that mentoring programs require training for their mentors on how to best interact with their mentees. Duration and consistency of formal mentoring programs is an important factor in creating a beneficial and worthwhile program. Having a mentoring program also providing skills groups can further enrich the experiences of children and youth in foster care. This thesis will explore the types of mentoring for children and to gain a deeper understanding of the factors that contribute to successful mentorships specifically for children in foster care.
