Latinos in general are one of the least likely groups to access mental health services. This proposed project seeks to increase knowledge of mental illness thus reducing the stigma associated with seeking mental health services. This program also seeks to enhance awareness of available mental health services by conducting community outreach events where pamphlets, brochures, and community referrals will be disseminated among the target population. The targeted area is Los Angeles County, specifically communities surrounding South Los Angeles, who are eligible for the Behavioral Health Program at St. John's Well Children & Family Center. The California Endowment was selected as the ideal funding source for this grant project. The actual submission or funding of this grant was not a requirement for the successful completion of the project.

In 2008, this group numbered over 47 million; by 2050, the population is expected to triple, reaching 133 million. Traditionally, Latinos have immigrated to large urban centers (e.g., New York, Los Angeles) that over long periods of time developed a complex infrastructure to receive new immigrants. Increasingly, new Spanish-speaking immigrants are moving into areas of the country previously unfamiliar to them. Although urban co-ethnic communities continue to be the destination of many newcomers, immigrants from Mexico, Central America, and South America in pursuit of low-skilled labor opportunities are settling in small towns and rural areas of the South and Midwest. This new demographic trend has resulted in the creation of the term "new growth communities," which refers to small rural areas that are now home to a small but rapidly growing Hispanic population. Unfortunately, these communities, which are now present in many states across the country (e.g., Illinois, North Carolina), lack the infrastructure necessary to meet the needs of Latino immigrants (e.g., access to health care, immigration assistance, and breaking down language barriers). The lack of an infrastructure and the lack of an established ethnic community to facilitate the assimilation of new immigrants present an ongoing challenge, especially in the area of Latino mental health. The volume focuses on dealing with systemic issues and on providing innovative ideas for development of infrastructure of services. This text will advance ways to understand and ameliorate mental health disparities both from research and experiential perspectives.

This project goal is to increase the utilization of services within their community. A search was conducted to locate an appropriate funder for the proposed program. Various areas needed to be addressed to identify an appropriate funder which included correlation of goals and visions between the purposed program and the funding source. In funding this program, The California Endowment was chosen as the outcomes align with the goals of the program which include but are not limited to "health-home," decreasing youth violence and improving youth development. The goals for this program are to provide education to immigrant Latino families about mental health in an environment that is comfortable and non-threatening. This program will also provide various resources that will facilitate the services that are needed within this population.

Book excerpt: This study reviewed the utilization of services of the MIOS Program, a mental health program offering therapy, case management, and psychiatric services to uninsured, Spanish-speaking individuals in the Portland, Oregon metropolitan area. The study was conducted retroactively, using data from the MIOS Program as it was operated as a sub-program of Cascadia Behavioral Healthcare. It was based on a study conducted by Pérez and Fortuna (2005), which described the mental health care needs of undocumented Latino immigrants to the USA. Demographic information as well as diagnoses, time in treatment, immigration information, and utilization of various aspects of the MIOS Program was collected for 100 adult clients enrolled in the MIOS Program during its time with Cascadia Behavioral Healthcare. Description of these variables is provided and recommendations for further mental health services for this population are given. The results of this study reaffirm the importance of providing culturally sensitive and comprehensive treatment to individuals in this population and demonstrate a need for more of these services in the Portland area.
