Expanding on previous editions, it is based on an extensive set of new legal and statistical indicators, including coverage in law and in practice of paid maternity leave as well as statutory provision of paternity and parental leave and their evolution over the last 20 years. The report also takes account of the recent economic crisis and austerity measures. It shows how well national laws and practice conform to the ILO Maternity Protection Convention, 2000 (No. 183), its accompanying Recommendation (No. 191) and the Workers with Family Responsibilities Convention, 1981 (No. 156), and offers guidance on policy design and implementation. This report shows that a majority of countries have established legislation to protect and support maternity and paternity at work, even if those provisions do not always meet the ILO standards. One of the persistent challenges is the effective implementation of legislation, to ensure that all workers are able to benefit from these essential labour rights.

Yet, as this volume documents, developing country firms and governments invest little to realize this potential, which dwarfs international aid flows. Using new data and original analytics, the authors uncover the key to this innovation paradox in the lack of complementary physical and human capital factors, particularly firm managerial capabilities, that are needed to reap the returns to innovation investments. Hence, countries need to rebalance policy away from R and D-centered initiatives †“ which are likely to fail in the absence of sophisticated private sector partners †“ toward building firm capabilities, and embrace an expanded concept of the National Innovation System that incorporates a broader range of market and systemic failures. The authors offer guidance on how to navigate the resulting innovation policy dilemma: as the need to redress these additional failures increases with distance from the frontier, government capabilities to formulate and implement the policy mix become weaker. Two observations underlie the paper's main thrust. First, because all public policies and programs affect the poor either directly or indirectly, the Bank's efforts to assist countries in reducing poverty must be comprehensive. Second, because the depth and nature of poverty varies significantly among countries, the approach must be flexible enough to allow country-specific solutions. For this reason, the paper concentrates on defining a process that would lead to appropriate assistance strategies rather than defining the strategies themselves. By way of background, the paper recapitulates the two-part strategy of the World Development Report 1990 and, in doing so, establishes the intellectual underpinning for the present paper. It describes the analytical work that is required and emphasizes economic management and human resources development and covers the extent and reliability of social safety nets. The paper illustrates the link between the analysis of poverty and the design of Bank assistance strategies using country examples to illustrate the basic principles. It also outlines ways of improving the information system for analyzing poverty, with or without large-scale household surveys. Finally, the paper focuses on implementation. It brings together the recommendations implied by the preceding discussion.
