Im Anschluss daran folgt eine Darstellung und Charakterisierung von Täter und Opfer. Es wird auf die Häufigkeit und das Ausmaß von sexuellem Kindesmissbrauch eingegangen, sowie auf die gesellschaftlichen Bedingungen, die zu sexuellen Übergriffen auf Schutzbefohlene führen. Abschließend erfolgt eine Fokussierung auf die Bedingungen für sexuellen Kindesmissbrauch in Familien. In unserer Gesellschaft ist das Thema sexueller Kindesmissbrauch noch immer stark tabuisiert und die Vorstellung, das sexuelle Übergriffe auf Kinder in Familien passieren, wirkt für den Großteil der Gesellschaft äußerst befremdlich. Es entspricht aber leider Tatsachen, dass gerade in der Familie der ideale Nährboden für gewalttätige Handlungen gegeben ist. "Gewalt spielt sich zu einem großem Teil in der Familie ab. Von niemand sonst werden Kinder, Frauen und Männer so oft geschlagen wie von ihren nächsten Angehörigen. Kinder sind die häufigsten Opfer familialer Gewalt." (Habermehrl 1999: 419)
