Book excerpt: This study, which analyzes the key labor market determinants of migration flows from selected Arab Mediterranean Countries (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia and the Occupied Palestinian Territories) finds that employment in AMCs is a major challenge for the region - and for Europe - in the next 10 to 15 years. Immediate action is needed because the status quo risks causing permanent damage to the development prospects of those countries. The AMCs' public policies are currently ill equipped to face the challenge. Labor migration remains a key feature of the labor markets in these countries - yet cannot by itself solve the labor market challenges there. The study makes a number of recommendations including: upgrading the statistics available and conducting further in-depth analysis; upgrading education and training systems; mainstreaming the policy goal of job creation and higher productivity; promoting active labor market policies; creating incentives to hire new graduates and women; creating incentives to transform informal into formal employment; and establishing social protection systems guaranteeing universal coverage, with the emphasis on worker rather than job protection. It also recommends that the EU upgrade its existing framework for AMC migration not only as a unilateral strategy, but as a cooperative framework for true co-development.--Publisher's description.

Moving from the macro comparative analysis of long-term socio-demographic trends to the study of specific welfare programs, the chapters included in this book employ a variety of methods and approaches to review the specificities of the Mediterranean Welfare model. All chapters aim to analyze the role that the recent transformations experienced by Southern European societies (ageing, increasing women labour market participation, decreasing expectations for care within the family, immigration) have had over this model. The basic characteristics of this regime type are supposed to be strongly grounded in the values shared by these societies (familistic tendencies, clientelism, lack of generalized trust), but the modernization which these countries experienced in recent years have contributed, with a different speed and to a different degree, to a significant transformation in their axiological foundations. The impact of the current fiscal and economic crisis on the Mediterranean Welfare regimes may be contributing to the growing de-legitimatisation of political systems of these countries, something particularly important in a region that established democratic regimes only (relatively) recently. It investigates how successfully migrants integrate in 13 European countries by applying a unified framework to analyze a rich micro dataset with over ten million individuals surveyed between 1998 and 2016. Focusing on employment outcomes, we document substantial heterogeneity in the patterns of labor market integration across host countries and by migrant gender and origin. Our results also point to the importance of cohorts and network effects, initial labor market conditions, and the differential impact of education acquired domestically and abroad in determining migrants’ subsequent employment prospects. The analysis has implications for the design of effective integration policies.
