Book excerpt: Although private health plans were originally envisioned in the 1980s as a potential source of Medicare savings, such plans have generally increased program spending. In 2006, Medicare paid $59 billion to Medicare Advantage (MA) plans -- an estimated $7.1 billion more than Medicare would have spent if MA beneficiaries had received care in Medicare fee-for-service (FFS). MA plans receive a per member per month payment to provide services covered under Medicare FFS. For this testimony, the author examined MA plans¿: (1) projected allocation of rebates; (2) projected cost sharing; and (3) projected revenues and expenses. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: Many Americans believe that people who lack health insurance somehow get the care they really need. Care Without Coverage examines the real consequences for adults who lack health insurance. The study presents findings in the areas of prevention and screening, cancer, chronic illness, hospital-based care, and general health status. The committee looked at the consequences of being uninsured for people suffering from cancer, diabetes, HIV infection and AIDS, heart and kidney disease, mental illness, traumatic injuries, and heart attacks. It focused on the roughly 30 million-one in seven-working-age Americans without health insurance. This group does not include the population over 65 that is covered by Medicare or the nearly 10 million children who are uninsured in this country. The main findings of the report are that working-age Americans without health insurance are more likely to receive too little medical care and receive it too late; be sicker and die sooner; and receive poorer care when they are in the hospital, even for acute situations like a motor vehicle crash.

This book was released on 2017-08-05 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: " Medicare provides coverage for the cost of many health care services. At the same time, because some services are not covered by Medicare, and because of cost-sharing such as copayments and deductibles, beneficiaries enrolled in Medicare FFS may have significant out-of-pocket expenditures. Most Medicare beneficiaries have some form of additional health care coverage- referred to as supplemental coverage-to help them pay for these costs. For example, Medicare FFS beneficiaries may have supplemental coverage from private insurance companies, called Medigap, or that they receive as retirees through a former employer, referred to as employer-sponsored coverage. This supplemental coverage may reduce any incentive that out-of-pocket costs creates for beneficiaries to be more cost-conscious in their use of services. GAO was asked to provide information about how Medicare beneficiaries with supplemental coverage compare to Medicare beneficiaries without supplemental coverage with respect to total health care costs and the sources of payment for those costs. In this report, GAO compares average total health care expenditures and sources of payment for Medicare FFS beneficiaries with and without supplemental coverage. GAO analyzed data from the 2010 MCBS, the most recent MCBS data available at the time we conducted our analysis. GAO also reviewed original research studies published since 2008 to understand"

MA org. provide health care coverage to Medicare beneficiaries through private health plans, thus offering an alternative to the original Medicare fee-for-service program.
