Une place cruciale revient en effet aux organes de régulation dans la procédure d’allocation de fréquences d’émissions, dans la promotion de la diversité culturelle des contenus médiatiques, dans l’équitable accès aux ondes des courants politiques et de pensée, ou encore dans l’émergence de véritables médias de service public. Les organes de régulation des médias se sont partout ou presque imposés comme partie intégrante de l’appareillage institutionnel démocratique. En Afrique subsaharienne, les premières instances de régulation des médias ont été créées dans le sillage de la démocratisation, au tournant des années 1980/1990. Le rejet du système des partis uniques et la revendication des libertés civiles et politiques se traduisent notamment alors, dans le domaine de l’information et de la communication, par l’avènement de régulateurs dont la vocation est de couper le cordon ombilical entre pouvoir politique et médias. Le bouillonnement médiaticopolitique né de l’essor sans précédent de nouveaux supports écrits et audiovisuels privés, a, de par sa vigueur et, il faut bien le reconnaître aussi, ses excès, nécessité l’organisation de ces nouvelles libertés d’expression et de communication. Ce besoin d’arbitrage, justifié au nom de l’intérêt supérieur du public et de son droit à une information de qualité, a débouché sur la création d’instances de régulation des médias écrits et/ou audiovisuels. A l’heure où la légitimité de ces nouveaux acteurs indépendants semble globalement acquise, de nouveaux dangers les attendent pourtant : sauront-ils, par exemple, relever les défis que leur posent les nouvelles technologies de l’information et de la communication - notamment Internet – et parviendront-ils à gérer collectivement, en bonne intelligence et complémentarité, les images télévisuelles se déversant sur les Etats africains, en s’affranchissant de toute considération de frontières ?

It provides a combined scientific and practical overview of the role of the media and journalists during the attack on Dubrovnik in autumn 1991 by the federal army (JNA) and Montenegrin reservists. This book represents a primary source of information about the propaganda war waged during the conflict between Croatia and Serbia in 1991, because some of the contributors were practical journalists and ministers during the events of that year. The book is structured in three parts: global media, international relations, and strategic communication during wartime; the example of Dubrovnik, and the practices of wartime reporting from the Dubrovnik area; and media analysis on the subject of war in Dubrovnik and Croatia. In the first part, the book examines the impact of the attack on Dubrovnik and the recognition of Croatia by the international community, the strategic steps taken by the Croatian government in the media/propaganda war, and the role of the Diaspora in winning over the international public to favour the Croatian side. In the second part, the book examines the reporting practices used to cover the siege of Dubrovnik and the role of local and international journalists, non-governmental organisations and fixers. Special attention is devoted to the conflict which arises when professional journalistic standards and patriotism clash, particularly if the journalist is reporting from his own town and his own family is in danger. The third part of the book brings an analysis of the war propaganda used by the Croatian, Serbian, and Montenegrin media.

Election observation is a hotly debated issue in contemporary international relations and in political science. It is seen by donor- countries and the international community as a means to enhance democratization, but has been controversial with regard to the `mandates' of the observers, the cases of its misappropriation by authoritarian governments and its masking of other donor-country interests. The book addresses fundamental issues of elections and democrat-ization in Africa, evaluation policies and implementation, as well as the historical backgrounds. A range of case studies leads to new interpretations, which challenge previous empiricist accounts of election observation in Africa.
