In his February 12, 2001, speech at Fort Stewart, Georgia, President Bush acknowledged the importance of caring not just for service members but their entire families, pledging, "We owe you and your families a decent quality of life. ... Service members deserve a military that treats them and their families with respect. A major challenge to ensuring familywide quality of life is overcoming the hurdles to military spouse employment. Data indicate that the majority of military spouses are in the workforce; however, research indicates that they have difficulty finding jobs and that limited career opportunities for military spouses may be a factor in military personnel leaving the service. Given its impact on service member contentment and retention, spouse employment and education is thus an area of significant concern to the military. This study seeks to (1) provide a richer and more detailed depiction of military spouse employment and earnings, (2) explore the degree to which employment is problematic for military spouses, and (3) identify policies to reconcile spouse employment issues with the military's need to retain qualified personnel.

Book excerpt: A major finding was 90% of responding female spouses of active duty service members report being underemployed, meaning they possess more formal education/experience than needed at their current or most recent position. Additionally, the 2012 American Community Survey (ACS) data show military spouses make an average of 38% less total personal income and are 30% more likely to be unemployed than civilian counterparts. While ACS data consistently show noticeable gaps in income and unemployment between armed forces spouses and their civilian counterparts, this survey discovered there is not a lack of desire to work that is causing these gaps. However, active duty military spouses are more likely to have moved within states, across states, and abroad, compared to their civilian and veteran counterparts. The increased likelihood of moving from one geographic location to another further compounds economic issues for these families. According to survey results, other factors affecting their unemployment or underemployment include relocating to geographic locations with limited employment opportunities, employer perceptions of military spouses, inability to match skills and education to jobs, inflexible work schedules and high childcare costs.

Book excerpt: This report reviews what is known about Army spouse employment as a result of the Army Family Research Program (AFRP). The analyses reported apply primarily to civilian wives because they constitute the majority of Army spouses. The findings indicate that, although Army wives are entering the labor force in increasing numbers, their labor force participation lags slightly behind that of civilian wives. In addition, unemployment is considerably higher among Army wives (especially among wives of junior enlisted personnel) than among civilian wives, and there is ample evidence of underemployment. Aspects of the Army lifestyle such as employment interruptions because of frequent relocations seem to have pervasive effects on wives' labor force participation and employment. Other structural/institutional barriers such as inadequate transportation and child care also pose obstacles for military spouses. In addition, AFRP analyses show that Army wives' employment circumstances have important implications for military retention and are likely to influence readiness. Military spouses continue to be at a relative disadvantage in the labor market compared with civilian spouses. Even though policies that target demographic disparities such as mobility, location, and child care may reduce the gaps to a certain extent, they will not affect the portion attributable to unobserved factors that are not captured in the census data, such as employer's attitude.

Book excerpt: The purpose of this report is to analyze the employment and earnings of military wives compared with those of civilian wives between 1987 and 1999. Today's military is a military of families. About half of active-duty members are married as they enter their fifth year of service, and about three-fourths are married as they enter their tenth year of service. Therefore, in supporting the service member, manpower policy must often also support the member's family. Family considerations are apparent in policies on housing, health care, child care, dependents' schools, and compensation for separation from family members. Many military spouses work in the labor force and contribute to their family's material well-being, yet at the same time they must accommodate the demands the military makes of the member in the form of training, drills, inspections, education, exercises, peacetime operations, and hostile deployment. Also, the member is periodically reassigned, and permanent change-of-station (PCS) moves generally require the working wife to leave one job and find another. Thus, this report assesses the labor supply and wage of the military wife, recognizing the wife's contribution to family earnings and realizing that the military's demands on the member also affect the wife. The analysis is based on a sample of husband-and-wife families drawn from the 1988-2000 Current Population Survey March Supplement and containing retrospective information for the previous year. The sample has two subsamples: one for military families and one for civilian families. We weighted each subsample for each year to reflect the male age, education, and race/ethnicity composition of the active-duty force in that year. We focused on military wives because there were not enough observations to study the husbands of female military members.

This work is the second phase of a two-phase study to evaluate data on the Military Spouse Employment Partnership (MSEP) program for the Military Community and Family Policy (MCFP) office. The authors conducted a new query of job postings in 2016 from the online MSEP Career Portal to analyze the types of jobs that employers were posting on this portal and compared the geographic distribution of these jobs with the locations of spouses. Next, the authors conducted interviews with employers in 2016 who post these jobs on the portal and fielded a survey of spouses in 2019 who had recently used the MSEP Career Portal. Finally, they interviewed a subsample of these respondents in 2019 over the phone. Results showed that the MSEP Career Portal lists a range of jobs, but a limited percentage of them are telecommuting positions, which are often desirable for military spouses, and there are more jobs in the Northeast than in the other regions, which are home to more military spouses. The employers interviewed expressed a desire for more and better communication among MSEP stakeholders, and the spouses surveyed expressed some dissatisfaction with the quality of jobs available via the portal. The authors recommend that MCFP attend to increasing the number of jobs on the MSEP Career Portal that would be of interest to military spouses within their specific labor markets.
