Understanding and clearly communicating the value of invention can help policymakers appreciate the benefits of supporting the development of inventions and of addressing inequities that suppress the development of female and minority inventors. In this report, researchers use the inventions of Lemelson-MIT Prize winners as examples to illustrate the scientific, technological, economic, and social impacts that inventions can have on society. The impacts of this group's inventions are considered through evaluation of all prize winners in aggregate and through individual case studies of the prize winners from three particular years. Researchers highlight the substantial benefits to society, both nationally and globally, that have been provided by these inventors' works. The inventions discussed in this report have spawned new products, companies, and, in some cases, entirely new industries. Research also demonstrates that there are many different paths to the successful development and commercialization of inventions, with the success or failure of new inventions not always being entirely under the inventor's control.

When recent advances create superior opportunities for invention, their adoption as research inputs in the invention process promotes technological progress. The gains from pursuing such innovative research paths may, however, be very limited, due to the undeveloped nature of new knowledge, quick obsolescence of fast-improving knowledge, and the vast scope of the existing knowledge base. In this paper, we first develop a new approach to identifying research inputs in invention. Next, we estimate the value of pursuing innovative research paths that are created by the arrival of new research inputs. We identify research inputs based on a natural language analysis of 10 billion word and word sequence patent pairs in 6 million patents granted during 1920-2010. This novel textual analysis empirically reveals which single and general purpose technologies and scientific discoveries have been popular as research inputs in invention. We estimate the value of innovative research by comparing patents that mention these research inputs early against the value of other patents. For this comparison, we develop also a new measure of patent value. The measure distinguishes between citations that reflect the cumulative nature of invention and citations that may merely reflect similarity.

After confirming that large firms indeed produce more valuable inventions, we consider two possible sources: a superior ability to invent, or a superior ability to extract value from their inventions. We develop a simple model that discriminates between the two explanations. Using a sample of 2,786 public corporations, and measures of both patent quality and patent value, we find that, while average invention value rises with size, average invention quality declines, suggesting, per our model, that the large firm advantage is not due to superior inventive capability, but due to the superior ability to extract value. We provide evidence suggesting that this superior ability to extract value is due to greater commercialization capabilities of larger firms.

This book addresses the issue through reference to recent, large-scale surveys on the motivation of employee inventors (in Europe, the United States and Japan) and studies in social psychology and econometrics, arguing that the compensation is unlikely to boost the motivation, productivity and creativity of employee inventors, and thereby encourage the creation of inventions. It also discusses the ownership of inventions made by university researchers, giving due consideration to the need to ensure open science and their academic freedom. Challenging popular assumptions, this book provides a solution to a critical issue by arguing that compensation for employee inventions should not be made mandatory regardless of jurisdiction because there is no legitimate reason to require employers to pay it. This means that patent law does not need to give employee inventors an 'incentive to invent' separately from the 'incentive to innovate' which is already given to employers.

We identify significant patents based on textual similarity of a given patent to previous and subsequent work: these patents are distinct from previous work but are related to subsequent innovations. Our measure of patent significance is predictive of future citations and correlates strongly with measures of market value. We identify breakthrough innovations as the most significant patents -- those in the right tail of our measure -- to construct indices of technological change at the aggregate, sectoral, and firm level. Our technology indices span two centuries (1840-2010) and cover innovation by private and public firms, as well as non-profit organizations and the US government. These indices capture the evolution of technological waves over a long time span and are strong predictors of productivity at the aggregate, sectoral, and firm level.
