The official pan-country poverty line underestimates rural poverty in Hubei Province and overestimates rural poverty in Inner Mongolia.Poverty determinants are estimated by Logit as well as Probit models. The study notes that factors such as living in a mountainous area, lack of better irrigation conditions, a large family size, few fixed assets, few land owned and sole dependence on agriculture as a livelihood source would make a rural household more vulnerable to poverty. On the other hand, a rural household whose members are either better educated or trained laborers would statistically be less poor.The growth-redistribution decomposition reveals that for all the three FGT indexes in Hubei province, income growth contributed much to the alleviation of poverty, while the redistribution or inequality effects counteracted the growth effects and worsened poverty. The poverty incidence decomposition results reveal that about one third of the growth effects had been counteracted by the redistribution effects. This implies that future anti-poverty programs should pay more attention to solving the inequality problem in China.Poverty dominance analysis also helps us better understand the poverty situation. It reveals that rural poverty in Inner Mongolia is more severe than that in Hubei, and that poverty incidence in Hubei has lessened from 1997 to 2003, which are the same findings as those drawn from deriving poverty lines.

Poverty and Development in China analyses how poverty is recognized and measured and how people in poverty are identified, literally asking: who is poor in China? Lu Caizhen’s research compares four approaches to poverty assessment: China’s official poverty identification method, the participatory approach to poverty assessment, the monetary approach, and use of multidimensional poverty indicators. Each of these is applied to the same population of households to identify the poor in rural Wuding County, Yunnan Province. The analysis shows that there is in fact very little overlap of households identified as poor by the various means, and that choice of approach does matter in the outcome of who is identified as poor. This has implications at the theoretical, methodological, and policy levels. Lu discusses these in detail, concluding that at present, there is a need to shift away from poverty reduction strategies that narrowly emphasize income generation activities, as these are often short-term efforts. Instead, the focus should move towards a broader combination of short-term and long-term strategies to break poverty’s inter-linked structural causes.

Relative poverty describes circumstances in which people cannot afford actively to participate in society and benefit from the activities and experiences that most people take for granted. It is conventionally defined as 40, 50 or 60 percent of national median disposable income. While a single poverty threshold symbolises national unity, separate poverty thresholds could be created for urban and rural areas or provinces. A unified national poverty standard for China based on 40 per cent of national median disposable income threshold implies income levels almost 4 times higher than the existing rural poverty line and 61 per cent higher than average social assistance (Dibao) payments in urban areas (often used as a surrogate urban poverty line). Relative poverty is more persistent than absolute poverty and less affected by economic growth. Research is required to determine the needs of peri-poor persons (i.e., those brought into poverty due to the new definition). Strategies needed to tackle relative poverty include: a comprehensive social protection system inclusive of floors; active policies to assist people out of poverty; poverty mainstreaming; and supportive, redistributive fiscal policies.
