Its objectives are: first, to clarify discourse related to CI value and measurement, as first step to addressing methodological challenges; second, to understand from senior managers and executives who use CI how CI is valued, and the challenges facing CI measurement and the implementation of measures in their organizations; and third, to establish a critical framework which can be used as a starting point to evolve from prescriptive CI measures best practices in CI measurement. Individual semi-structured interviews and negotiated shared texts were used to investigate two groups: experts in intelligence measurement from a variety of intelligence fields; and users of CI who are employed in senior management roles within their organizations. Participants were asked to discuss their measurement practices, and their conceptualizations of measurement and value. The findings of this research are that CI is used at multiple stages of the decision as an input into organizational decision-making by senior managers and executives of organizations, who believe that CI is most suited to strategic planning activities. When CI is used, perceived outcomes and benefits are individual and cognitive, and organizational. Anticipated beneficial organizational outcomes are both 'active', such as improved customer relationships, and 'latent', such as organizational preparedness. A revised conceptual model presented in the discussion encapsulates these outcomes and benefits, and the role of CI within the organization. From the responses of the research participants an evaluation framework was developed as a tool to foster the critical evaluation of prescriptive measurement models and support comparative discussion. The framework, presented here, is applied to four prescriptive models in the literature. A determination is made that a flexible multi-method approach that supports a multi-faceted perspective of CI use and CI effectiveness is required.This research confirms the findings of other researchers that CI measurement is infrequently used, and that when it is in use process and user satisfaction measures substitute for outcome and impact measurement. It also confirms that there is a relationship between CI and organizational strategy, and that the value of CI is realized through decision-making. Discussions of anticipated outcomes, which would inform the selection of measures of effectiveness (MOEs) were however in conflict with the findings of other studies, indicating that more research needs to be done. Unexpected findings include: the discovery of CI practices not discussed elsewhere in the literature; the pre-eminence of responsiveness in determining user satisfaction; the tension for organizations between the cost-effectiveness of measurement activities and the acceptance of inaccurate measurement; and the extraordinarily close parallels in value conceptualizations between CI and other information services, which indicates a possibility for shared measurement tools. Contributions and significance of this research include a rare account of CI users, a unique comparative discussion of intelligence measurement experts, a conceptual model that accounts for the role of CI in organizational decision-making and its varied benefits, and an evaluation framework for prescriptive CI measurement which potentially provides a starting point for the comparative discussion necessary to develop best practice. " --

Book excerpt: The importance of competitive intelligence (CI) continues to grow as the business world faces an exceedingly disruptive environment caused by such factors as globalization, new technology and evolving competitors. CI research has predominantly focused on establishing the link between the discipline and business performance. Although findings have been positive, there remains an inconsistent use of CI, with some well-regarded firms either housing very small departments or disbanding their formal CI units all together. This phenomena points to a lack of understanding of the discipline and a growing need for more extensive research into (1) the actual CI function and (2) the firm dynamics necessary to ensure proper creation and utilization of intelligence. Saayman, Pienaar, dePelsmacker, Viviers, Cuyvers, Muller, and Jegers' (2008) conducted an empirical study aimed at developing the constructs of the competitive intelligence process (CIP) and contextual factors to support the function. These findings, while interesting and insightful, are exploratory and warrant more in-depth research. This research will expand the Saayman, et al.'s (2008) study by adding the context of the United States and a sampling frame from Strategic and Competitive Intelligence Professionals, the largest global CI trade association. Using structural equation modeling (SEM), a map was developed of the CIP along with the relationships of the context of the firm on the process. Results indicate that a strong intelligence system must include a formal infrastructure and managerial support to encourage a culture of awareness. The SEM map provides a managerial tool to aid in building a more effective CIP. Based on the literature, a strong intelligence process can support strategy and deliver a valuable resource for the firm. Theoretically, this offers a source of competitive advantage, which in turn, may minimize the inconsistent use of the discipline. Additional research opportunities to expand this model are also presented.
