Available in PDF, EPUB and Kindle. Book excerpt: Policymakers expect international educational assessments to report credible national and international changes in student achievement over time. However, international assessment projects face great methodological challenges to creating comparable scores across jurisdictions and time points, fundamentally because jurisdictions vary in many aspects of curriculum and curriculum change as well as in the patterns of students' test-taking behaviour. Using data from the Second IEA Mathematics Study (SIMS), the study reported in this dissertation addresses the potential impact of the different equating methodologies used in current international assessments on the accurate estimates of change in jurisdiction achievement over time. The results of the study demonstrate that the different equating methodologies implemented through the Item Response Theory (IRT) models currently used in international assessments may be of limited use in estimating change in jurisdiction achievement over time. This is because the international assessment data violate the IRT model assumptions, in particular the unidimensionality assumption. In addition, the estimation of jurisdiction results based on a common international scale may potentially distort the results of those jurisdictions that have levels of student achievement that are much lower or higher than most other participating jurisdictions. The findings of this study have important implications for researchers as well as policy makers.

Book excerpt: This edited volume presents a systematic analysis of conceptual, methodological and applied aspects related to the validation of educational tests used in Latin American countries. Inspired by international standards on educational measurement and evaluation, this book illustrates efforts that have been made in several countries to validate different types of educational assessments, including student learning assessments, measurements of non-cognitive aspects in students, teacher evaluations, and tests for certification and selection. It gathers the experience of validity studies from the main international assessments in Latin America (PISA, TIMSS, ERCE, and ICCS). Additionally, it shows the challenges that must be taken into account when evaluations are used to compare countries, groups or trends of achievement over time. The book builds on the premise that measurements in the educational field should not be used if there are no studies that support the validity of the interpretation of their scores, or the use made of such tests. It shows that, despite the recognition given to validity, relatively few educational measurement assessments have accumulated enough evidence to support their interpretation and use. In doing so, this volume increases awareness about the relevance of validity, especially when assessments are key component of educational policies.

Book excerpt: This book builds on the scholarship of the law of state jurisdiction, engaging with fundamental questions about states' legislative competence, to respond to climate change. Considering general theory, the author advocates for a systemic analytical framework for the contested issue of 'extraterritoriality' in international law. Exploring the crystallisation of 'climate change jurisdiction', the book provides a comprehensive exploration of the jurisdictional bases and limitations for unilateral climate protection measures. In doing so, cross-cutting issues of world trade law, international civil aviation law, the law of the sea, and importantly, the customary international law of state jurisdiction are considered. Amidst the myriad of developing norms, a novel 'considerate design' tool is introduced to assist policymakers in finding a better balance between regulatory autonomy, development needs and the protection of common concerns.

Book excerpt: The audience remains much the same as for the 1992 Handbook, namely, mathematics education researchers and other scholars conducting work in mathematics education. This group includes college and university faculty, graduate students, investigators in research and development centers, and staff members at federal, state, and local agencies that conduct and use research within the discipline of mathematics. The intent of the authors of this volume is to provide useful perspectives as well as pertinent information for conducting investigations that are informed by previous work. The Handbook should also be a useful textbook for graduate research seminars. In addition to the audience mentioned above, the present Handbook contains chapters that should be relevant to four other groups: teacher educators, curriculum developers, state and national policy makers, and test developers and others involved with assessment. Taken as a whole, the chapters reflects the mathematics education research community's willingness to accept the challenge of helping the public understand what mathematics education research is all about and what the relevance of their research fi ndings might be for those outside their immediate community.

Available in PDF, EPUB and Kindle. Book excerpt: The education reform movement of the past two decades has focused on raising academic standards. Some standards advocates attach a testing mechanism to gauge the extent to which high standards are actually accomplished, whereas some critics accuse the push for standards and testing of impeding reform and perpetuating inequality. At the same time, the testing profession has produced advances in the format, accuracy, dependability, and utility of tests. Never before has obtaining such an abundance of accurate and useful information about student learning been possible. Meanwhile, the American public remains steadfast in support of testing to measure student performance and monitor the performance of educational systems. Many educational testing experts who acknowledge the benefits of testing also believe that those benefits have been insufficiently articulated. Although much has been written on standardized testing policy, most of the material has been written by opponents. The contributing authors of this volume are both accomplished researchers and practitioners who are respected and admired worldwide. They bring to the project an abundance of experience working with standardized tests. The goal of Defending Standardized Testing is to: *describe current standardized testing policies and strategies; *explain many of the common criticisms of standardized testing; *document the public support for, and the realized benefits of, standardized testing; *acknowledge the limitations of, and suggest improvements to, testing practices; *provide guidance for structuring and administering large-scale testing programs in light of public preferences and the "No Child Left Behind Act" requirements; and *present a defense of standardized testing and a vision for its future. Defending Standardized Testing minimizes the use of technical jargon so as to appeal to all who have a stake in American educational reform.

It abolished a range of provincial and local government fees and increased the central government tax on motor vehicle fuel. This reform centralized the government revenues for the sector, but various issues remain. This publication analyzes the implications of the reform on the operation and maintenance of ordinary roads. It recommends the formation of a National Road and Funding Administration, responsible for the national road programs and policy, and the creation of a central road trust fund to finance the operation and maintenance of ordinary roads.
