The focus is on the potential causes of skill mismatch, the extent of skill mismatch, the socio-demographic make-up of skill mismatch, and the consequences of skill mismatch in terms of earnings as well as employer sponsored adult education/training. A distinction is made between skill mismatch and education mismatch. All three studies use data from the Adult Literacy and Lifeskills Survey (ALLS) to investigate the relationships between select outcomes and skill supply-demand characteristics as well as their interactions which materialize into skill match-mismatch situations. The dataset contains direct measures of literacy skills as well as measures of the use of these skills at work which allow for a direct measure of literacy match-mismatch. The analysis points to the complex ways in which mismatch is generated and the need for an accurate and up to date measure of mismatch, one that reflects the possibilities for skill gain and skill loss over the lifespan, and reflects differences in the quality of qualifications. It also emphasizes that addressing mismatch requires a careful consideration of both the demand and supply sides of the labour market, so as to understand better the variety of factors which may have a negative impact on the effectiveness of skill formation, skill maintenance, and also skill use. Among the key findings: Skill demand characteristics appear to be as important as skill supply characteristics in explaining observed variation in earnings. There is a substantive association between the requirement to read at work and earnings, which is independent of whether individuals have high or low levels of literacy proficiency. Premiums associated with literacy skills are strongest in occupation types where they are most relevant, but premiums associated with the requirement to use those skills are nevertheless found to be strong within all occupational groups. The requirement to read at work seems to have a strong association with the incidence of participation in employer supported adult education/training. This has important implications for understanding better the relationship between how work is organized and the decision to further invest in human capital.

In the numeracy test, 25 per cent achieved Level 2 or above, but 47 per cent were classified at Entry level 3 or below. Overall, 47 per cent were classified at Entry level 3 or below, in either literacy or numeracy, and only 18 per cent achieved Level 2 or above for both literacy and numeracy.

Surveys were administered to 73 Training and Enterprise Councils and covered approximately 1.3 million jobs below the professional and technical level in 24,000 establishments. Skills were summarized by six broad occupational categories: clerical/secretarial; personal service; selling; skilled/craft manual; plant, vehicle, and machine operatives; and other manual jobs. Relatively few jobs were found that can be performed successfully without competence in the basic skills, particularly reading and oral communication skills. Considerable demand among employers for higher-level basic skills was found even for relatively low skill jobs, and level of basic skills sought generally increased with movement up the occupational hierarchy. Clerical/secretarial jobs had higher-than-average basic skills requirements, whereas manual occupations generally had lower-than-average requirements. Basic skills have become more important to employers in the past 5 years and will likely become even more important. Most employers surveyed rated the basic skills possessed by their employees as fairly adequate; however, 1 in 10 establishments rated their employees' basic skill levels as just adequate or worse. The Children of the NLSY79 data are used to link early-age home environment measures to educational attainment measures and labor market outcomes. While both black and white children with higher measured home inputs sort into higher levels of educational attainment, this positive sorting pattern is significantly stronger for black children. Estimates also reveal that, after controlling for a variety of skill measures, the residual black-white wage gap is large for high school dropouts and narrows rapidly with additional educational attainment. For college-goers, measured skills can account for the entire black-white wage gap. These patterns are consistent with a scenario in which employers use both race and education credentials to form expectations about elements of worker productivity formed through early-age inputs. Under plausible and partially testable identifying assumptions, the results imply that a portion of the black-white wage gap for low-education workers reflects statistical discrimination in the labor market. Skill development in college and on the job can depend not only on the quality of investments but also on the order in which these investments are made. The second chapter explores which types of occupational investments complement college best when performed before college entry and which types are more productive after college completion. A learning-by-doing model with both college entry timing and early-career occupation choices produces several key insights. Data from the NLSY79 are linked with abstract and routine occupational task content data, and relationships between college entry timing, early-career occupation choices, and future earnings trajectories are documented. Estimates suggest that abstract-intensive occupations are more beneficial for skill development just after college, whereas routine-intensive occupations are more beneficial for skill development before college. Accordingly, delayed college entrants choose more routine-intensive early-career occupations, and immediate college entrants choose more abstract-intensive early-career occupations. The results also indicate that high school graduates with high levels of abstract skills face the largest penalty for delaying college entry.
