Book excerpt: A research effort was initiated to develop and test a methodology to estimate the extent to which urban congestion is produced by the routine presence of large numbers of vehicles on a facility (so-called recurring congestion) versus unexpected disruptions or other events (non-recurring congestion), particularly lane blocking incidents. An analysis was performed using a preliminary methodology to estimate the magnitude, extent, and relative causes of congestion on urban freeways in the central Puget Sound region of Washington State. This information is designed to assist transportation agencies in 1) selecting the most appropriate strategies to improve freeway operations, and 2) allocating available resources to achieve those improvements. This paper documents the preliminary methodology and results from this ongoing research project.

Book excerpt: This report documents the technical results of a WSDOT-sponsored research effort to determine the nature and cause of congestion on Seattle-area freeways based on an analysis of available databases of traffic incidents and freeway performance. The focus of this effort was to develop a methodology for estimating freeway congestion as a function of its estimated cause (principally, its recurring or nonrecurring nature) by using readily available data, as well as to develop, implement, and use a prototype tool set that would apply that methodology. The resulting methodology and tool set produce estimates of congestion (delay) associated with recurring and non-recurring conditions as a function of various user-specified parameters and assumptions. The method is able to analyze Seattle area corridors using data from existing databases. The process makes extensive use of the TRAC-FLOW analysis process, as well as supplementary prototype tools.

Book excerpt: This research focuses on the development of multi-criteria tools for measuring and analyzing the impacts of recurring and non-recurring congestion on freight corridors in the Portland Metropolitan Area. Unlike previous studies, this work employs several distinct data sources to analyze the impacts of congestion on Interstate 5 (I-5) in the Portland Metropolitan Area: global positioning system (GPS) data from commercial trucks and Oregon DOT corridor travel-time loop data and incident data. A new methodology and algorithms are developed to combine these data sources and to estimate the impacts of recurrent and non-recurrent congestion on freight movements' reliability and delays, costs, and emissions. The results suggest that traditional traffic sensor data tend to underestimate the impacts of congestion on commercial vehicles travel times and variability. This research also shows that congestion is not only detrimental for carriers and shippers costs but also for the planet due to major increases in GHG emissions and for the local community due to large increases in NOx, PM, and other harmful pollutants. The methodology developed throughout this work has the potential to provide useful freight operation and performance data for transportation decision makers to incorporate freight performance measures into the planning process.

The methodology uses data from loop detectors and calculates the average and the probability distribution of delays. Application of the methodology to two real-life freeway corridorsone in Los Angeles and the other in the Bay Areaindicates that reliable measurement of congestion should also provide measures of uncertainty in congestion. In the two applications, incident-related delay is found to be between 13 to 30 percent of the total congestion delay during peak periods. The methodology also quantifies the congestion impacts on travel time and travel time variability.

Available in PDF, EPUB and Kindle. Book excerpt: Recurrent congestion is a continually growing problem on urban freeways. Facility expansions cannot keep pace with the growing vehicle demand. Low-cost mitigation measures are one way to alleviate the congestion at recurring bottleneck locations. Low-cost measures typically have a life of approximately 10 years and costs ranging from $8,000 to $2.45 million. While benefits have been realized in field applications, there hasn't been a lot of study regarding the performance of these measures in terms of added capacity. While modeling has long been a tool for planning and analyzing freeway networks, there has been little reported regarding its use for estimating the benefits of low-cost freeway improvements. In this study, the author tested proposed treatments at two sites using both a macroscopic and microscopic model. Because empirical performance information of these measures is not available, a quantitative analysis would not be reasonable since confidence in the values reported would be low. Current bottleneck identification methods typically either predict breakdown in real-time, or analyze detector data off-line. In order to identify bottlenecks from recorded aggregated data in an off-line model, criteria were generated to identify active bottlenecks and analyze the models' performance in an empirical and qualitative manner. Application of the criteria has been shown to provide reliable bottleneck identification to the calibrated pre-treatment case and expected results in the post-treatment cases.
