Strategic Environmental Assessment and Land Use Planning covers not only how much such SEAs are carried out and in what context, but whether they are effective and why. It provides invaluable insights for practitioners and researchers in this rapidy evolving field' Riki Therivel, author of Strategic Environmental Assessment in Action Strategic Environmental Assessment and Land Use Planning provides an authoritative, international evaluation of the SEA of land use plans. The editors place the SEA of land use plans in context, and uniquely qualified contributors then evaluate systems in Canada, Denmark, Germany, Hong Kong, Hungary, Ireland, The Netherlands, New Zealand, Portugal, South Africa, Sweden, the United Kingdom, the United States and the World Bank. These chapters provide a description of the context in each country, a case study of the use of SEA in land use planning and an evaluation of each SEA system against a set of generic criteria specially designed to anlayse different aspects of SEA. The contributors critically review each SEA system, SEA process and SEA outcome, and conclude by summarizing their findings. The editors draw the various national perspectives together in a final chapter and derive widely applicable conclusions about SEA and land use planning. This book is a core text for all students in environmental assessment, land use planning, environmental science, environmental management, development studies, geography, landscape design and law and engineering. It is also essential reading for all governments and environmental regulators, academics, researchers and environmental and planning consultants worldwide who are involvedin SEA research, practice and training.

There remain strong economic and legal reasons to retain a policy on MCPs. The over-arching aim of the review is to make the policy and its application more effective. Based on this review, the paper proposes initial considerations for reforming features of the policy that have created challenges. • Clarifying the concept of “official action” to focus on measures that segment FX markets. • Eliminating potentiality. • Updating the threshold for permissible FX spreads. • Adjusting approval policies. • Reviewing links with capital transactions. • Considering merits of a remedial framework.

Book excerpt: As a preteen Black male growing up in Mount Vernon, New York, there were a series of moments, incidents and wounds that caused me to retreat inward in despair and escape into a world of imagination. For five years I protected my family secrets from authority figures, affluent Whites and middle class Blacks while attending an unforgiving gifted-track magnet school program that itself was embroiled in suburban drama. It was my imagination that shielded me from the slights of others, that enabled my survival and academic success. It took everything I had to get myself into college and out to Pittsburgh, but more was in store before I could finally begin to break from my past. "Boy @ The Window" is a coming-of-age story about the universal search for understanding on how any one of us becomes the person they are despite-or because of-the odds. It's a memoir intertwined with my own search for redemption, trust, love, success-for a life worth living. "Boy @ The Window" is about one of the most important lessons of all: what it takes to overcome inhumanity in order to become whole and human again.

For all the 10 years of her life, H&à has only known Saigon: the thrills of its markets, the joy of its traditions, the warmth of her friends close by, and the beauty of her very own papaya tree. But now the Vietnam War has reached her home. H&à and her family are forced to flee as Saigon falls, and they board a ship headed toward hope. In America, H&à discovers the foreign world of Alabama: the coldness of its strangers, the dullness of its food, the strange shape of its landscape, and the strength of her very own family. This is the moving story of one girl's year of change, dreams, grief, and healing as she journeys from one country to another, one life to the next.

Book excerpt: This Work Program (WP) translates the strategic directions and policy priorities laid out in the Fall 2017 Global Policy Agenda (GPA) and the International Monetary and Financial Committee (IMFC) Communiqué into an Executive Board agenda for the next twelve months, with a focus on the next six months. The Managing Director’s GPA, fully supported by the IMFC, called on members to take advantage of the window of opportunity from the more favorable conjuncture to tackle key policy challenges by undertaking well-sequenced reforms to increase productivity, reduce policy uncertainty and future risks, and improve governance. Reforms should also aim to harness the benefits of technology and economic integration and ensure that their benefits are widely shared. Tackling challenges to the global economy continues to require cooperation and joint action across the membership.

Strategy, Policy, & Review Department and published by International Monetary Fund. This book was released on 2023-12-20 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: This note provides operational guidance to staff on the implementation of the new Fund’s policy on multiple currency practices (MCPs), effective February 1, 2024. The MCP policy is a key element of the Fund’s jurisdiction on exchange rates. The Fund’s Articles of Agreement prohibit member countries from engaging or permitting their fiscal agencies (as defined in the Articles) to engage in MCPs unless authorized under the Articles or approved by the Fund. The comprehensive review of the policy in 2022 aimed to reflect developments in FX policy and FX markets since the last policy review in the 1980s and to align it with other relevant Fund’s policies. Key changes to the policy include the following: (i) an MCP will arise due to an official action that segments foreign exchange (FX) markets or increases or subsidizes the cost of certain FX transactions (e.g., exchange taxes) and the resulting exchange rate spreads exceed the permissible margins, (ii) MCPs will be identified on the basis of a new country-specific market-based rule, and (iii) the new policy ensures better alignment of the MCP policy with other relevant IMF’s policies. The note provides guidance to staff on all stages of the process: from identification of an MCP to its approval or removal and clarifies the treatment of MCPs in surveillance and Fund-supported programs. It also guides staff’s engagement with the authorities on MCP issues and their coverage in country documents.
