Specifically, the chapters address acute illness and undernutrition in children, principally under age 5. It also covers maternal mortality, morbidity, stillbirth, and influences to pregnancy and pre-pregnancy. Volume 3 focuses on developments since the publication of DCP2 and will also include the transition to older childhood, in particular, the overlap and commonality with the child development volume. The DCP3 evaluation of these conditions produced three key findings: 1. There is significant difficulty in measuring the burden of key conditions such as unintended pregnancy, unsafe abortion, nonsexually transmitted infections, infertility, and violence against women. 2. Investments in the continuum of care can have significant returns for improved and equitable access, health, poverty, and health systems. 3. There is a large difference in how RMNCH conditions affect different income groups; investments in RMNCH can lessen the disparity in terms of both health and financial risk.

It remains one of the countries with the world's highest MMR, with 814 deaths per 100,000 live births, accounting for 19% of maternal deaths worldwide with approximately 58,000 deaths each year. Accountability for preventable maternal deaths and injuries is essential to both achieve and sustain a reduction in Nigeria's high levels of maternal mortality. This article addresses key human rights strategies for securing accountability, and identifies opportunities for healthcare providers to play leadership roles in fulfilling legal and ethical obligations to preserve women's lives.

Many become pregnant due to negligent care that deprives them of the right to make independent decisions about their health and lives. Others are forced to carry life-threatening pregnancies to term because medical providers refuse to provide abortions services that, in these circumstances, are legal. Some choose to seek alternative and at times highly unsafe abortions from unlicensed providers. Others forgo care entirely, and some even die. In 2008, according to Argentina's national health ministry, over 20 percent of deaths recorded due to obstetric emergencies were caused by unsafe abortions. Over the past 10 years, Argentina has accumulated an impressive artillery of reproductive and sexual health related policies. Though they ignore key constituencies such as women with disabilities, these policies would, if implemented, go a long way to overcoming the suffering documented in this report and elsewhere. But the laws and policies intended to benefit women and girls--such as the legal exceptions to the general criminalization of abortion--often go unimplemented. Moreover, the absence of oversight and accountability for this failure indicates that few in authority seem to care. For the state, the resulting and pressing public health concerns such as preventable maternal mortality, unsafe abortion, and unwanted pregnancies, are also costly. Book excerpt: Some scholars have argued that framing preventable maternal morbidity and mortality (MMM) as human rights injustices can strategically accommodate the multifaceted gender injustices, health disparities and multidimensional poverty that collectively contribute to the issue and communicate its political and moral urgency to prompt political action. Yet, this is largely a theoretical and normative proposition lacking empirical evidence to. This study contributes to this gap. It is located in interdisciplinary theoretical debates over the discursive power of framing women's right to maternal health as a human right to alter domestic political priority surrounding the issue and advance reproductive justice for all women. It uses a qualitative case study approach involving six-months of field research in 2012-13 in India - the largest contributor to such deaths globally and the first country to (judicially) recognize preventable MMM as human rights violations - and includes nearly sixty-five key informant interviews with state and non-state actors, ethnographic observations and extensive document analysis. Overall, the findings demonstrate that the politics of framing preventable MMM in India is complicated by discursive and structural factors, which limit the potential of human rights frames to affect the political priority for the policy problem. The discursive factors are products of historical, political, economic and social conditions, which arise at the intersection of domestic and global circumstances. They fragment feminist solidarity in India and complicate articulation of a holistic reproductive justice agenda. In contrast, the structural factors are related to peculiar constitutional and institutional designs, which complicate attribution of responsibility and conceptualization of state accountability for adverse maternal health outcomes that are also produced by compromised state capacity in neoliberal times. The findings point to the limitations of normative policy frames, specifically human rights frames of development, which is significant due to the renewed emphasis on the centrality of human rights in the post-MDG era. They are also consequential to the design of collective action strategies and mobilization efforts given the concurrent yet disconnected appearance of two inter-related issues in the SDG agenda - maternal mortality reduction (under SDG 3) and women's sexual and reproductive health and rights (under SDG 5).
