Book excerpt: During the week of May 10-14, 2000, the Cerro Grande Fire scorched over 40,000 acres of prime forestland and destroyed over 400 homes in the Los Alamos community and several structures at the Los Alamos National Laboratory (LANL). Of the land affected by the fire, nearly one quarter of it was Laboratory property. All of LANL's 64 material balance areas (MBAs) were affected to some degree, but one Category I technical area and several Category I11 and IV areas sustained heavy damage. When the MC & A personnel were allowed to return to work on May 23, they addressed the following problems: How do we assure both ourselves and the Department of Energy (DOE) that no nuclear materials had been compromised? How do we assist the nuclear material (NM) custodians and their operating groups so that they can resume normal MC & A operations? Immediately after the return to work, the Laboratory issued emergency MC & A assurance actions for Category I through Category IV facilities. We conducted special inventories, area walkthroughs, and other forms of evaluation so that within a month after the fire, we were able to release the last MBA to resume work and assure that all nuclear material had been accounted for. This paper discusses the measures LANL adopted to ensure that none of its nuclear material had been compromised.

Book excerpt: Safeguards had its beginning in the early 1940s and has continued to grow through the stormy years in dealing with nuclear materials. MC and A Plans have been developed for each facility which includes requirements for containment, surveillance, internal controls, measurements, statistics, records and report systems, and inventory certification of its nuclear materials, in the context of how precisely the inventory is known at stated risk or confidence levels. The I and E Regulations, the newest document affecting the control system, are used for testing the current MC and A plan in place at each facility. Nuclear Materials Management activities also have reporting requirements that include: (1) Annual Forecast, (2) Materials Management Plan, (3) Quarterly Status Report, (4) Assessment Report, and (5) Scrap and Excess Material Management. Data used to generate reports for both functions come from the same data base and source documents at most facilities. The separation of sponsoring groups at the DOE for NM Accountability and NM Management can and does pose problems for contractors. In this paper, we will try to separate and identify these overlaps at the Facility and DOE level.

Book excerpt: The US Department of Energy's (DOE) orders require that its Los Alamos Area Office (LAAO) oversee the day-to-day activities of the Los Alamos National Laboratory (LANL). Making that oversight unobtrusive is important to keep it from creating additional burdens of reports and programs for the LANL. LAAO accomplishes day-to-day oversight of Material Control and Accountability (MC & A) at the LANL as an onsite observer of LANL'S in-house monitoring activities. Working guidelines established for the LAAO observer prevent us from hindering LANL's program. A subset of MC & A activities that spans a wide range of MC & A programs with great sensitivity to functionality was selected for monitoring. Thus, timely ''finger on the pulse'' monitoring occurs without smothering the laboratory. LAAO and LANL Management negotiated implementation and observer guidance for the monitoring process. LAAO will apply the method used to other topical areas of the Safeguards and Security arena in the future.

There are two kinds of access control to be addressed. They are physical access control to the hardware which make up the system, and access control to the software. There are many features which provide a measure of security to the hardware that will be discussed. Access to the software is controlled by a security password. Access to various transaction activities in the system is controlled through the level of MASS user privilege. Details of MASS user privilege will be discussed.
