Book excerpt: This book brings together cutting-edge research on multimodal texts and the "discourses" generated through the interaction of two or more modes of communication, for example pictures of language, typography and layout, body movement and camera movement. The contributors collected within this volume use systemic functional linguistics to analyze how meaning is generated within a series of case studies. The result is a comprehensive survey of the ways in which enhanced meaning emerges through the interaction of more than one mode of communication. Multimodal Discourse Analysis will be useful to researchers interested in the application of systemic functional linguistics to media studies, discourse analysis and cognitive linguistics.

Available in PDF, EPUB and Kindle. Book excerpt: First Published in 1995. This book aims to consider the statutory planning policy system in Britain at the present time (1995) and predominantly takes as a starting point the development of the current processes in the period since 1989–90. The choice of time period for the study is deliberate and has been governed by two main issues. First, it coincides with the publication in 1989 of a government White Paper on the future of development plans. This paper had immense implications for the statutory planning system and effectively precipitated a new era for the future framework of planning policy. Secondly, 1990 marks the end of Margaret Thatcher’s period as Prime Minister and, since we are discussing British planning policy within the context of changing political climates, it is appropriate to assess the statutory planning process under John Major’s administration. The resultant essays which have been assembled therefore take the planning policy changes of the last five years as the focus of study and provide a context within which an in-depth analysis of inter-governmental planning relations may occur.

Available in PDF, EPUB and Kindle. Book excerpt: Town and country planning has never been more important to the UK, nor more prominent in national debate. Planning generates great controversy: whether it’s spending £80m and four years’ inquiry into Heathrow’s Terminal 5, or the 200 proposed wind turbines in the Shetland Isles. On a smaller scale telecoms masts, take-aways, house extensions, and even fences are often the cause of local conflict. Town and Country Planning in the UK has been extensively revised by a new author group. This 15th Edition incorporates the major changes to planning introduced by the coalition government elected in 2010, particularly through the National Planning Policy Framework and associated practice guidance and the Localism Act. It provides a critical discussion of the systems of planning, the procedures for managing development and land use change, and the mechanisms for implementing policy and proposals. It reviews current policy for sustainable development and the associated economic, social and environmental themes relevant to planning in both urban and rural contexts. Contemporary arrangements are explained with reference to their historical development, the influence of the European Union, the roles of central and local government, and developing social and economic demands for land use change. Detailed consideration is given to • the nature of planning and its historical evolution • the role of the EU, central, regional and local government • mechanisms for developing policy, and managing these changes • policies for guiding and delivering housing and economic development • sustainable development principles for planning, including pollution control • the importance of design in planning • conserving the heritage • community engagement in planning The many recent changes to the system are explained in detail – the new national planning policy framework; the impact of the loss of the regional tier in planning and of the insertion of neighbourhood level planning; the transition from development control to development management; the continued and growing importance of environmental matters in planning; community engagement; partnership working; changes to planning gain and the introduction of the Community Infrastructure Levy; and new initiatives across a number of other themes. Notes on further reading are provided and at the end of the book there is an extensive bibliography, maintaining its reputation as the ‘bible’ of British planning.

Available in PDF, EPUB and Kindle. Book excerpt: Among urban designers and municipal officials, the term encroachment is defined as a deviation from the official master plan. But in cities today, such informal modifications to the urban fabric are deeply enmeshed with formal planning procedures. Master Plans and Encroachments examines informality in the high-modernist city of Islamabad as a strategic conformity to official schemes and regulations rather than as a deviation from them. For the new administrative capital of Pakistan designed in 1959 by Greek architect and planner Constantinos A. Doxiadis, Islamabad's master plan offers a clear template of formal urban design within which informal spaces and processes have been articulated. Drawing on deep archival research, wide-ranging interviews, and an array of visual material, including photographs, maps, and architectural drawings, Faiza Moatasim shows how Islamabad's master plan is not simply a blueprint that guides future urban development or makes its violations apparent; it is used by both city officials and citizens to develop informal spaces that accommodate unfulfilled needs and desires of those living and working in the city. Master Plans and Encroachments is the first book that examines the informal practices of both the privileged and the underprivileged. The book highlights how low-, middle-, and upper-income people do not randomly build informal spaces; they strategically use architectural techniques to support their informal claims to space, which are often met with the government's tacit approval. By focusing on those spaces in Islamabad's urban fabric that are not part of its official master plan, the book demonstrates how planning actually works in complex ways.

Book excerpt: Proposition 13 reduced the ability of local gov't's. to finance public goods and infrastructure through local taxes. Local gov't's. responded by increasing their reliance on fees and exactions. The constitutional takings clause may represent yet another limitation on the ability of local gov't's. to finance public improvements. In addition, CA's burgeoning population and scenic and natural resources make it fertile ground for the conflicts associated with growth: how should transportation infrastructure and other public services be financed as communities spread outward? How should open space, habitat, and access to recreational resources be preserved and paid for? Tables.

Book excerpt: While urban settlements are the drivers of the global economy and centres of learning, culture, and innovation and nations rely on competitive dynamic regions for their economic, social, and environmental objectives, urban centres and regions face a myriad of challenges that impact the ways in which people live and work, create wealth, and interact and connect with places. Rapid urbanisation is resulting in urban sprawl, rising emissions, urban poverty and high unemployment rates, housing affordability issues, lack of urban investment, low urban financial and governance capacities, rising inequality and urban crimes, environmental degradation, increasing vulnerability to natural disasters and so forth. At the regional level, low employment, low wage growth, scarce financial resources, climate change, waste and pollution, and rising urban peri-urban competition etc. are impacting the ability of regions to meet socio-economic development goals while protecting biodiversity. The response to these challenges has typically been the application of inadequate or piecemeal solutions, often as a result of fragmented decision-making and competing priorities, with numerous economic, environmental, and social consequences. In response, there is a growing movement towards viewing cities and regions as complex and sociotechnical in nature with people and communities interacting with one another and with objects, such as roads, buildings, transport links etc., within a range of urban and regional settings or contexts. This comprehensive MRW will provide readers with expert interdisciplinary knowledge on how urban centres and regions in locations of varying climates, lifestyles, income levels, and stages development are creating synergies and reducing trade-offs in the development of resilient, resource-efficient, environmentally friendly, liveable, socially equitable, integrated, and technology-enabled centres and regions.
